Classified Documents and Secret Regime Sector


Main tasks:

1. Timely development and implementation, jointly with other structural units of the Territorial Office, of measures for the protection of state secrets; exercising control over the status of the secrecy regime.

2. Preventing unauthorized clearance for and access of persons to classified information within the Territorial Office.

3. Preventing the disclosure of classified information, instances of loss of tangible information carriers, and the acquisition of classified information by foreign states, foreign legal entities, foreigners, stateless persons, and citizens of Ukraine who have not been granted security clearance and access to it.

4. Studying for the purpose of detecting and closing leakage channels of classified information regarding the activities of the Territorial Office, conducting analytical work on these matters, and implementing necessary security and regime measures.

5. Organizing, in accordance with the established procedure, official investigations into facts of classified information leakage, as well as other violations of legislative requirements in the field of state secret protection, participating in them, maintaining records, and conducting analysis of these facts.

6. Ensuring the secrecy regime during the performance of all types of work related to state secrets and during the conduct of external relations.

Main functions:

1. Organizes the provision of state secret protection and control over its compliance within the Territorial Office.

2. Develops, based on legislative requirements, and implements, jointly with other structural units of the Territorial Office, measures for the protection of state secrets during the performance of all types of classified work, the use of classified documents, products, and other tangible carriers of classified information, as well as during visits to the Territorial Office by foreign delegations, groups, or individual foreigners.

3. Organizes and conducts classified records management and the storage of classified documents: 1) maintaining preliminary accounting of documents; 2) maintaining accounting of prepared documents; 3) maintaining accounting of incoming documents; 4) maintaining accounting of packages; 5) maintaining dedicated storage (inventory accounting), accounting of logbooks, internal indexes, notebooks, and loose sheets; 6) maintaining accounting of tangible carriers of classified information placed in archival storage; 7) maintaining accounting of files containing materials from covert investigative (search) actions in criminal proceedings; 8) maintaining accounting of classified regulatory and administrative documents; 9) producing and maintaining accounting of copies of classified documents and extracts therefrom; 10) maintaining accounting of machine-readable carriers of classified information; 11) dispatching tangible carriers of classified information (hereinafter referred to as TCCI); 12) ensuring the compilation of the nomenclature of classified files; 13) compiling, accounting for, and storing classified files; 14) preparing and transferring classified documents for archival storage; 15) destroying TCCI; 16) conducting physical verification of the presence of classified documents and other TCCI; 17) organizing the review of classification markings on TCCI; 18) delivering and receiving classified documents to and from the Odesa Court of Appeal, other courts, and law enforcement agencies.

4. Develops quarterly work plans for the Sector and action plans for the protection of state secrets within the Territorial Office.

5. Develops measures to ensure the secrecy regime in the event of mobilization and the introduction of the legal regime of martial law or a state of emergency.

6. Ensures the secrecy regime and exercises control during the handling of classified documents of a mobilization nature.

7. Organizes and ensures control over the execution of instructions from higher-level authorities bearing a security classification marking.

8. Develops, jointly with the structural units of the Territorial Office, a detailed list of information constituting state secrets, as well as a list of positions that authorize officials to assign security classification markings to TCCI.

9. Organizes and administers the system of security clearance and access to state secrets: 1) compiling, on the basis of proposals from the heads of structural units, the Nomenclature of positions of employees of the Territorial Office whose occupancy requires the processing of security clearance and granting of access to state secrets, and its subsequent maintenance; 2) processing the necessary documents for granting security clearance to state secrets to the employees of the Territorial Office and exercising control over the expiration dates of such clearances; 3) producing, filling in, maintaining registration logs, and accounting for a citizen's registration cards regarding the granting of security clearance and access to state secrets; 4) preparing orders on granting/terminating access to state secrets; 5) preparing orders on establishing/terminating compensation for work under security-restricted conditions; 6) maintaining records of traveling abroad by employees who have been granted security clearance to state secrets; 7) issuing certificates on the possession of security clearance to state secrets.

10. 10. Maintains records of TCCI storage facilities, security-restricted premises and keys thereto, as well as personal numbered metal seals of employees who have been granted security clearance and access to state secrets.

11. Organizes and ensures control over compliance within the Territorial Office with legislative requirements in the field of state secret protection, including adherence to the established procedure for handling TCCI, the status of the access control and internal facility security regime, the protection of premises (zones, territories) and TCCI storage facilities, the timeliness and correctness of classifying, changing the classification marking of, or declassifying TCCI, and the implementation of planned measures to prevent the leakage of classified information during the preparation and conduct of meetings, conferences, and exhibitions, as well as visits to the Territorial Office by foreign delegations, groups, or individual foreigners and work conducted with them.

12. Organizes, in accordance with the established procedure, official investigations into facts of classified information leakage, as well as other violations of legislative requirements in the field of state secret protection, and participates in them; maintains records and analyzes these facts.

13. Exercises control over: 1) compliance with the procedure established in the Territorial Office for employee access to information constituting state secrets, and conducting verifications to ensure that the form of the security clearance granted to them corresponds to the degree of secrecy of the information to which access is provided; 2) the status of protection of state secrets that have been transferred to other enterprises, institutions, and organizations in connection with the execution of orders.

14. Prepares documentation for the Territorial Office to obtain a special permit to conduct activities related to state secrets.

15. Organizes and ensures the operation of the following commissions: 1) on matters concerning secrets of the Territorial Office; 2) on conducting the appraisal of the value of classified documents; 3) on the destruction of TCCI; 4) on the inspection of security-restricted premises; 5) on conducting quarterly and general verifications of the presence of the institution's TCCI.

16. Exercises control over the elimination of deficiencies discovered during inspections of the state secret protection status, and submits relevant proposals to the leadership of the Territorial Office for the purpose of making appropriate management decisions.

17. Organizes training for employees of the Territorial Office whose activities are related to state secrets, as well as verification of their knowledge regarding the requirements of regulatory documents on state secret protection.

18. Conducts briefings and explanatory work aimed at preventing violations of legislation in the field of state secret protection by officials of the Territorial Office who have been granted security clearance and access to state secrets, including in connection with their travel outside Ukraine on official business trips and for personal matters, as well as their participation in international events within the territory of Ukraine.

19. Organizes activities related to the protection of personal data during its processing, and defines the procedure for protecting personal data, including against unlawful processing and unauthorized access.

20. Ensures the consideration of appeals and inquiries from citizens, enterprises, institutions, organizations, People's Deputies, officials, and attorneys, as well as requests for public information, within the scope of competence of the Sector.

21. Ensures the secrecy regime during international cooperation.
