Access to public information

Dear citizens!

A request for information held by the Territorial Office of the BES in the Kyiv region can be submitted:

  • by mail – to the official address: Territorial Office of the Economic Security Bureau of Ukraine in the Kyiv region, 3-B Sviatoslava Khorobroho St., Kyiv, 03151
  • in person – at the same address

  • verbally – by calling the "hotline" at +38 (044) 350 57 32; requests are accepted on business days from 14:00 to 16:00. The responsible employee will fill out the form for submitting your request for public information over the phone.

A request for information must include:

  • the requester's first and last name, postal address or email address, and a contact phone number, if available;
  • the information or its type, specifying the title, reference details, or content of the document being requested, if known;
  • a signature and date, if the request is submitted in written form;
  • the preferred method for receiving the information.

If any of the listed details are missing, the request will be refused.

The Procedure for Ensuring Access to Public Information at the Economic Security Bureau of Ukraine and its Territorial Offices was approved by ESBU Order No. 67 dated April 12, 2022, registered with the Ministry of Justice of Ukraine on April 22, 2022, under No. 451/37787 (as amended).

Timeframe for considering requests

  • 5 business days from the date the request is received;
  • up to 20 business days if the request concerns a large volume of information or requires processing a significant amount of data. You will be notified of this in writing no later than five business days from the date the request is received;
  • 48 hours from the moment of receipt if the request concerns information necessary to protect a person's life or freedom, information about the state of the environment, the quality of food and household items, accidents, disasters, dangerous natural phenomena, and other emergencies that have occurred or may occur and threaten the safety of citizens.

In the event of force majeure circumstances (natural disasters, military actions, technological disasters, or other force majeure), a delay in satisfying the request for information is permitted. If the requested information cannot be provided for review within the timeframes prescribed by the Law of Ukraine "On Access to Public Information," you will be notified in writing with an explanation of the procedure for appealing the decision.

Information is provided upon request free of charge.

Procedure for reimbursement of actual expenses

The Procedure for reimbursement of actual expenses for copying or printing documents provided upon a request for information held by the TO of the ESBU in the Kyiv region, and the Amount of actual expenses for copying or printing documents provided upon a request for information held by the TO of the ESBU in the Kyiv region, were approved by Order of the Economic Security Bureau of Ukraine No. 47 dated December 16, 2021, registered with the Ministry of Justice of Ukraine on February 8, 2022, under No. 166/37502 (as amended).

If the requested information exceeds 10 pages, you will be notified within 5 business days, specifying the cost of copying and how to make the payment. The requested documents will be sent within 3 business days after confirmation of payment.

When providing an individual with information about themselves or documents and information that are of public interest, no fee for copying or printing shall be charged.

Refusal to provide public information

You may be refused the satisfaction of your request for information. The response regarding the refusal to satisfy a request for information is provided in writing.

Grounds for refusal to provide public information:

  • the TO of the ESBU in the Kyiv region does not possess and is not obliged, according to its competence, to possess the information requested;
  • the requested information belongs to the category of restricted information;
  • the requester has not paid the actual expenses related to the copying or printing of documents;
  • the requirements regarding the mandatory details of the request for information have not been met.

Appealing the decisions, actions, or omissions of public authorities and their officials

Every requester has the right to appeal the decisions, actions, or omissions of information holders in the event of:

  • refusal to satisfy a request for information;
  • delay in satisfying a request for information;
  • failure to provide a response to a request for information;
  • provision of inaccurate or incomplete information;
  • untimely provision of information;
  • failure by information holders to fulfill the obligation to publish information in accordance with Article 15 of the Law;
  • other decisions, actions, or omissions of information holders that have violated the legitimate rights and interests of the requester.

Decisions, actions, or omissions of the staff of the TO of the ESBU in the Kyiv region regarding access to public information may be appealed to the head of the Territorial Office or to a court.

Complaints against the decisions, actions, or omissions of the heads of structural units of the TO of the ESBU in the Kyiv region regarding access to public information are considered in the manner and within the timeframes established by the Law of Ukraine "On Appeals by Citizens."

The appeal of decisions, actions, or omissions of information holders to a court is carried out in accordance with the Code of Administrative Procedure of Ukraine.

Publication of public information

The Territorial Office of the ESBU in the Kyiv region systematically and promptly publishes public information. You can access it:

  • in official printed publications;
  • on the official ESBU website in the section for the TO of the ESBU in the Kyiv region;
  • on the official pages and channels of the ESBU and the TO of the ESBU in the Kyiv region on social media and messengers;
  • on the unified state web portal of open data;
  • on the information board located on the premises of the TO of the ESBU in the Kyiv region.
