Main tasks:

1) ensuring budget planning and the execution of the state budget regarding the expenditures of the Territorial Office of the ESBU in the Chernivtsi region; organizing work to ensure state budget policy during the drafting, review, approval, and execution of expenditure estimates for the maintenance of the TO of the ESBU in the Chernivtsi region; and ensuring strict adherence to the justification, efficiency, and targeted use of funds;

2) maintaining accounting records for financial and economic activities and preparing financial and budget reports;

3) preventing negative phenomena in financial and economic activities, as well as identifying and mobilizing internal economic reserves;

4) exercising control, within its competence, over the targeted and efficient use of budget funds provided for the implementation of projects and programs.

Main functions:

1) participating in the formulation of requirement proposals for the Budget Declaration and the Budget Request for the planned budget period, as well as forecasts for the two subsequent budget periods;

2) developing and submitting for approval to the chief administrator of funds the estimates, general fund allocation plans, budget fund utilization plans, monthly utilization plans, and staffing tables;

3) ensuring the preparation and submission of proposals to the ESBU central apparatus for the formulation of performance indicators for budget program passports and reports on their execution;

4) ensuring the maintenance of accounting records in accordance with the National Public Sector Accounting Standards, as well as other regulatory acts concerning accounting, including the use of a unified automated accounting and reporting system;

5) preparing financial and budget statements based on accounting data, as well as state statistical and other reports in accordance with the procedure established by law, and ensuring their timely submission;

6) performs ongoing control over compliance with budget legislation when entering into budget commitments, registering them with the State Treasury Service of Ukraine, and making payments in accordance with the assumed budget commitments;

7) ensures the timely and full transfer of taxes and fees (mandatory payments) to the respective budgets;

8) conducts inventories of non-current assets, inventory holdings, cash, documents, settlements, and other balance sheet items.

9) ensures:

  • compliance with the procedure for settlements related to goods, works, and services purchased with budget funds;
  • the accuracy and correctness of the information included in the registers of budget commitments and budget financial commitments;
  • the completeness and reliability of data in supporting documents generated and submitted during the treasury service process;
  • the storage, processing, and transfer to archives of processed source documents and accounting registers that serve as the basis for recording transactions in accounting and preparing reports;
  • providing requesters with complete, truthful, and unbiased information regarding the financial status of the TO of the ESBU in the Chernivtsi region, its performance results, and the movement of budget funds;
  • providing relevant structural units of the TO of the ESBU in the Chernivtsi region with accounting and reporting data to facilitate informed management decisions and identify potential financial and economic risk;

10) prepares operational and analytical information for the Head of the TO of the ESBU in the Chernivtsi region based on financial statements and other information-analytical materials;

11) performs preliminary and ongoing control over the use of budget funds;

12) ensures the preparation and publication of information regarding the use of budget funds and the institution's performance results on the Unified Web Portal "E-data";

13) reviews, within its competence, appeals from state authorities, local self-government bodies, enterprises, institutions, organizations, deputies, and citizens.
