First Deputy Director of the Economic Security Bureau of Ukraine Taras Shcherbai presented the draft Financial Investigations Strategy until 2030 during a regional conference in Lviv. The document envisages the introduction of unified approaches to financial investigations, as well as the strengthening of institutional capacities and coordination among the involved agencies.
The draft outlines five strategic goals: unified rules and methodology, institutional capacity development, interagency cooperation, public-private partnership, and international cooperation.
"One of the key goals of the strategy is unified rules and methodology. This means unified criteria for launching investigations, a standardized methodology, consolidated statistics, and end-to-end performance tracking," Taras Shcherbai noted.
He paid special attention to cooperation among the agencies involved in financial investigations.
"This involves clear roles, operational coordination, secure information sharing, and feedback loops. We are also engaging ARMA in this work," the First Deputy Director of the ESBU emphasized.
The conference was dedicated to the implementation of the Comprehensive Strategic Plan for the Reform of Law Enforcement Agencies for 2023–2027, specifically at the regional level.
Deputy Minister of Internal Affairs of Ukraine Oleksii Serhieiev stressed that the results of the reform must be felt across all regions.
"The reform is uniform across the whole of Ukraine. Its results must be felt by every individual, regardless of where they live," he stated. According to him, 58 measures of the Strategic Plan have been implemented so far, accounting for nearly a third of the planned total.
Participants discussed the link between the reform and negotiations regarding Ukraine's accession to the EU, the digitalization of the law enforcement system, the results of organized crime threat assessments, and the coordination of work at the central and regional levels.
The event was held with the support of the European Union Advisory Mission (EUAM) Ukraine. The discussion was joined by the leadership of the Ministry of Internal Affairs, representatives of law enforcement agencies, experts, the public, and delegations from five western regions.
