Since August 2025, the Economic Security Bureau of Ukraine has been undergoing a comprehensive personnel renewal and a relaunch of internal processes. During this period, 119 new employees have been appointed to civil service positions within the ESBU. Currently, a competition to fill 305 vacant positions is also underway, with the first appointments expected as early as July. This was noted by ESBU Director Oleksandr Tsyvinskyi during a meeting of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy.
One of the key elements of the renewal was the attestation of employees. Within the timeframes prescribed by law, two attestation commissions were formed with the participation of international experts—consisting of 12 members each. No ESBU employees are included in these commissions.
Currently, the first stage of attestation for the management team of the central apparatus and territorial departments is nearing completion. Simultaneously, the second stage—the attestation of other Bureau employees—has commenced.
“We are not just filling vacancies. Our task is to form a new professional ESBU team that will operate under modern standards of integrity, accountability, and efficiency. That is exactly why the selection of candidates and the attestation of employees are key elements of the Bureau's relaunch,” noted ESBU Director Oleksandr Tsyvinskyi.
The ESBU emphasizes that this attestation is one of the most rigorous screening models among law enforcement agencies. A negative result in certain stages of testing serves as grounds for dismissal, with no right to re-participate in competitions for the ESBU for a period of 10 years.
As of today, the actual staffing level of the ESBU stands at 28% of its authorized strength, with 1,123 employees working at the agency. At the same time, since August 7, 2025, 256 individuals have been dismissed from the Bureau, 136 of whom were detectives and analysts.
The selection of new detectives and analysts is carried out according to updated procedures that involve 13 stages of candidate screening. This approach is designed to ensure the formation of a professional team and new operational standards for the institution.
