Detectives of the Territorial Office of the Economic Security Bureau of Ukraine in the Chernivtsi region have completed a pre-trial investigation into a criminal proceeding regarding the organization of an illegal importation channel for vehicles disguised as humanitarian aid for the Armed Forces of Ukraine. The indictment against a local resident has been referred to court.
The investigation established that between January 2024 and October 2025, the suspect imported vehicles into the customs territory of Ukraine using a preferential customs clearance procedure for humanitarian aid. However, instead of delivering the vehicles to meet the needs of the Ukrainian Armed Forces, the vehicles were sold for profit.
To pass customs control, the perpetrator submitted documents containing false information regarding the grounds for the preferential import of vehicles. In this manner, 12 cars with an estimated value of nearly UAH 1.5 million were illegally moved.
The defendant's actions have been qualified under Part 1 of Article 201-4 of the Criminal Code of Ukraine—illegal movement of excise goods across the customs border of Ukraine. The indictment has been sent to court.
