A resident of the Vinnytsia region will stand trial for setting up industrial production lines for the illegal manufacturing of e-liquids under well-known brands. The pretrial investigation was completed by detectives from the Territorial Office of the ESBU in the Kyiv region.
During the searches, law enforcement officers seized counterfeit goods and equipment worth over UAH 10 million.
The investigation established that residents from various regions of the country were involved in the illegal business. In addition to Vinnytsia, the scheme covered the Kyiv, Zakarpattia, and Lviv regions, where a full manufacturing cycle was established.
The group members clearly divided their responsibilities: some purchased raw materials, others manufactured the mixtures, and the rest sold the merchandise online and through illegal retail outlets.
During the investigative actions, in addition to industrial bottling and packaging lines, detectives seized 70 boxes of counterfeit electronic cigarettes without excise tax stamps, POD systems, cartridges, raw materials, branded labels, hardware, and "shadow" bookkeeping records.
Based on the collected evidence, the perpetrator was notified of suspicion under Part 1 and Part 2 of Article 204 of the Criminal Code of Ukraine (illegal manufacturing, storage, sale, or transportation for the purpose of sale of excise goods).
The pretrial investigation has now been completed. The indictment has been referred to the court.
Operational support in the case was provided by strategic economic protection detectives from the Territorial Office of the ESBU in the Kyiv region and operatives from the "DOZOR" special unit of the State Border Guard Service.
Procedural guidance is provided by prosecutors from the Kyiv Regional Prosecutor's Office.
