Purchased equipment for emergency works with an overpayment of nearly UAH 7 million: ESBU notified the head of a communal enterprise of suspicion

 Nearly UAH 7 million in damages was caused as a result of the procurement of equipment for emergency works at overstated prices. Detectives of the Territorial Office of the ESBU in the city of Kyiv have notified the acting head of one of the capital's communal enterprises of suspicion.

The investigation established that the official, by prior conspiracy with representatives of a commercial company, artificially inflated the expected procurement cost and ensured the victory of a predetermined supplier.

During the preparation of the tender documentation, the technical characteristics were formulated in such a way that a specific supplier received an advantage. Due to this, other potential market participants who could offer similar equipment at a lower price were effectively excluded from participating in the procurement.

Subsequently, the municipal enterprise concluded a contract for the supply of temporary supporting structures to carry out emergency mitigation measures. Following amendments to the contract, its total value increased to over UAH 46 million.

Based on the results of expert examinations, it was established that the actual cost of the delivered equipment was significantly lower than the amount paid.

As a result of the scheme, the municipal enterprise and the city's territorial community sustained damages of approximately UAH 7 million.

The official was notified of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine—misappropriation of another's property through abuse of official position, committed by prior conspiracy by a group of persons, on an especially large scale, and under martial law.

The pretrial investigation is ongoing. The full circle of individuals involved in the commission of the criminal offense is being established.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in accordance with the law and established by a court verdict of guilty.
