Personnel changes and strengthening of internal control

 As a result of yesterday’s events related to the exposure of facts of alleged receipt of unlawful benefit by two ESBU employees, personnel and organizational changes have already taken place at the Territorial Office of the ESBU in the Kyiv region.

The Director of the Economic Security Bureau of Ukraine, Oleksandr Tsyvinskyi, announced this on his Telegram channel.

He emphasized that when someone decides to confuse public service with "resolving issues," accountability falls not only on the perpetrators.

"We draw conclusions quickly," the ESBU Director noted.

Oleksandr Tsyvinskyi paid special attention to the issue of strengthening internal control. According to him, during the transformation of the ESBU, a legislative loophole was identified that limits the ability of the internal control unit to fully detect and document corruption manifestations within the agency.

This refers to the lack of regulation between the Law of Ukraine "On the Economic Security Bureau of Ukraine" and the Law of Ukraine "On Investigative and Search Activities."

Together with the relevant Committee of the Verkhovna Rada of Ukraine, the necessary legislative amendments have already been drafted, which received the committee's support and are awaiting final adoption.

Currently, some of these functions are performed by other law enforcement agencies. At the same time, the ESBU is working to ensure that internal control units receive all the necessary legal tools to timely detect and suppress such manifestations.

"We will not only react to corruption but also work proactively. We are building a model in which corruption risks are detected and suppressed before they turn into criminal proceedings," noted Oleksandr Tsyvinskyi.
