Open dialogue between government and business: transparent rules for the construction industry discussed in Zakarpattia

 A working meeting was held in the Zakarpattia region featuring representatives from the Territorial Office of the Economic Security Bureau of Ukraine in Zakarpattia, the Main Directorate of the State Tax Service in Zakarpattia, and regional construction business leaders.

The event was attended by:

• from the TO of the ESBU in the Zakarpattia region: Head of the Office Yevheniy Kalugin, Head of the Detectives Department Valeriy Hnezdilov, and office analysts.
• from the Tax Service: Head of the Main Directorate of the STS in Zakarpattia, Serhii Turenok, his deputy, and heads of relevant structural units.
• from the Private Sector: Approximately 10 Zakarpattia-based developers and representatives of construction companies.

Participants discussed pressing issues facing the construction business under martial law, the specifics of tax administration in the sector, and risks associated with shadow schemes. ESBU representatives outlined common tax evasion mechanisms in construction and provided recommendations for operating within the legal framework.

Special attention was paid to practical aspects of cooperation between state authorities and business, as well as preventive measures to thwart economic offenses. Tax officials informed participants about current control and administration approaches and addressed specific business inquiries.

In turn, developers highlighted daily operational challenges and shared their visions for potential solutions. Following the meeting, all parties emphasized the importance of open dialogue, mutual understanding, and partnership. This communication format was identified as an effective tool for supporting legal business, ensuring budget revenue, and maintaining regional economic stability during wartime.
