Nearly UAH 13 million in illegal bonuses at a city polyclinic: the case has been forwarded to the court

 In Poltava, the former chief accountant of one of the city polyclinics and her deputy will stand trial, accused of misappropriating budget funds through the illegal calculation of bonuses and additional payments. Over more than two years, they unjustifiably calculated nearly UAH 13 million, of which the former chief accountant embezzled over UAH 3 million.

Detectives of the Territorial Office of the Economic Security Bureau in the Poltava region have completed the pre-trial investigation. The indictment has been forwarded to court.

According to the investigation, the suspects systematically entered false information into payroll and bonus documentation. In the staffing lists and payroll records, they artificially increased the number of employees by keeping individuals who had already resigned on the lists. This allowed them to receive more budget funds for labor compensation.

The excess funding was used to unjustifiably calculate bonuses and additional payments for themselves and other employees. The total amount of such illegal calculations reached UAH 13 million.

During the financial investigation, detectives analyzed over 20,000 bank transactions and reconstructed the complete movement of funds. It was revealed that employees returned part of the illegally received payments to the former chief accountant in cash or transferred them to her personal bank card.

In this manner, she misappropriated over UAH 3 million in budget funds.

Both suspects have been served notices of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine (misappropriation and embezzlement of another's property through abuse of office by an official, committed under martial law on an especially large scale) and under Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine (compilation of knowingly false official documents by an official, committed by prior conspiracy by a group of persons, and the issuance of knowingly false official documents by an official).

The prosecution in the criminal proceedings is supervised by the Poltava Regional Prosecutor's Office. Operational support was provided by the staff of the Strategic Investigations Department in the Poltava region of the Strategic Investigations Department of the National Police of Ukraine.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court verdict of guilty.
