Illegal vape liquids from the Vinnytsia region were sold throughout Ukraine: five members of the group were notified of suspicion

 In the Vinnytsia region, the ESBU notified five members of an organized group of suspicion. They established a large-scale illegal manufacturing of liquids for electronic cigarettes under their own "trademark". The products were sold throughout Ukraine by mail and through controlled business entities. A preventive measure in the form of bail was chosen for all suspects.

The underground production was discovered and shut down by detectives of the Territorial Office of the ESBU in the Vinnytsia region in December 2025.

The pretrial investigation established that the organizer and four executors established a full cycle of production of illegal products without a corresponding license. For this purpose, they rented production and warehouse premises and purchased raw materials. The members of the group also ensured the transportation, storage, and sale of the products.

In the production and warehouse premises, 12 authorized searches were conducted simultaneously. Over a hundred thousand containers with liquids for electronic cigarettes were seized. Among them were nearly 40 thousand containers with glycerin, including 200-liter barrels. About 19 thousand containers with nicotine, over 50 thousand containers with flavorings, and over 20 thousand DIY mixing kits were also seized.

In addition, a conveyor line and an installation for filling nicotine and hermetic packaging were seized. Among the seized items were apparatuses for filling glycerin and flavorings, packaging materials, containers, and labels. Cash in various currencies in an amount equivalent to over 1 million UAH was also seized.

By a court decision, the seized property was placed under arrest.

The members of the group, in accordance with their actions, were notified of suspicion of committing criminal offenses provided for by Part 3 of Article 27, Part 3 of Article 28, and Parts 1 and 2 of Article 204 of the CC of Ukraine—illegal manufacturing of excisable goods—liquids used in electronic cigarettes, as well as their storage, transportation for the purpose of sale, and sale, committed by an organized group of persons.

According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court verdict.
