Illegal tobacco business ends in verdict: distribution point organizer sentenced in Odesa region

 An Odesa court has found a woman guilty of organizing a distribution channel for illegal hookah tobacco in the Odesa region.

Detectives established that the suspect, without being registered as an independent entrepreneur and lacking the relevant licenses for economic activity, organized the illegal procurement, storage, and sale of tobacco products for hookahs, electronic cigarettes, and related e-liquids without excise duty stamps.

The suspect purchased the products from a group of individuals (whose cases have already been referred to court) who had set up an illegal workshop for manufacturing hookah tobacco on an industrial scale in downtown Odesa. For their illicit operations, they used an abandoned building equipped with specialized machinery for manufacturing and packaging tobacco products.

To conceal their unlawful activities, the dealers disguised themselves as volunteers. They used a specially equipped vehicle to transport the illegally manufactured products to retail outlets across the city and region. One of these distribution points was a shop on the first floor of a high-rise residential building in the village of Lymanka, Odesa district.

The suspect sold electronic cigarettes, e-liquids, and hookah tobacco for cash, knowing that the goods were manufactured illegally and under unsanitary conditions.

During the investigative actions, detectives seized a significant amount of illegally manufactured excise goods, including hookah tobacco of various brands, electronic smoking devices, and e-liquids. In total, hundreds of units of products without excise duty stamps were seized, and the shop's illegal activity was halted.

The court found the suspect guilty under Part 1 of Article 204 of the Criminal Code of Ukraine. The woman was ordered to pay a fine, along with the confiscation and destruction of the illegally manufactured excise goods.

The prosecution was overseen by prosecutors from the Odesa Regional Prosecutor's Office.
