ESBU expands cooperation with the competent authorities of the Republic of Poland

Joint investigations, advising on European integration, information exchange, cooperation on institutional development, education and training are the results of agreements between the Economic Security Bureau of Ukraine (ESBU) and the competent authorities of the Republic of Estonia and the Republic of Poland.

These and other issues were agreed upon during working meetings of the ESBU representative with senior management of the International Police Cooperation Bureau of the National Police of the Republic of Poland, the Deputy Director of the Criminal Bureau of the National Police of the Republic of Poland, a representative of the National Revenue Administration of the Ministry of Finance of the Republic of Poland and the Director General of the Estonian Tax and Customs Board.

The meetings were held as part of participation of Head of the International Cooperation Department of the Economic Security Bureau of Ukraine Anatoliy Aleksandrov in the Global Anti-Illicit Trade Summit, Central and Eastern Europe, which took place in Warsaw, Poland.

The event was dedicated to the issues of combating illicit trade in Central and Eastern Europe, strengthening cooperation in this area, combating illicit trade in the virtual space, reducing the demand for illicit goods, and sharing statistical data on the volume of illicit trade in Central and Eastern Europe. The issues of combating forced labor and further joint steps in this regard for the period of up to 2030 were also discussed.

Following the meeting between the ESBU representative and senior management of the International Police Cooperation Bureau of the National Police of the Republic of Poland, the parties agreed to prepare and conduct training programs and a series of trainings for ESBU employees on issues within the competence of the National Police of the Republic of Poland. Practical aspects of coordination and use of new practices in the fight against organized criminal groups were also discussed.

During the meeting with Magdalena Nguyen-Fudala, Deputy Director of the Criminal Bureau of the National Police of the Republic of Poland, the parties discussed the state of affairs in the implementation of law enforcement function in the field of combating offenses that infringe on the functioning of the economy, as well as discussed, the main activities of the ESBU. In addition, the parties agreed on cooperation to provide mutual support in the investigation of economic crimes as well as to exchange information.

Also, during the summit, the ESBU representative met with Raigo Uukkivi, Director General of the Estonian Tax and Customs Board. The purpose of the meeting was to build relationships and establish cooperation in the field of institutional development of the ESBU as well as holding a series of trainings for the Bureau’s employees on digital transformation in the work of the Estonian Customs and Tax Administration aimed at combating tax and customs crimes.

The Head of the ESBU’s International Cooperation Department also met with Mariusz Kotar, Deputy Director of the International Relations Department of the National Revenue Administration of the Ministry of Finance of the Republic of Poland.

The parties agreed to continue bilateral cooperation, in particular on conducting joint investigations and discussing possible ways of exchanging information within the competence of the ESBU. They also agreed to consult on European integration and sign a bilateral Memorandum of Strategic Partnership and Cooperation in the near future.

The meetings were held with the assistance of the Embassy of Ukraine in the Republic of Poland.

Reminder: Recently, the ESBU has agreed on cooperation with the IMF representatives in Ukraine.
