ESBU and the OECD have agreed on cooperation in financial investigations and analytics at a forum in Paris

 Taras Shcherbai, First Deputy Director of the Economic Security Bureau of Ukraine, participated in the 2026 OECD Global Anti-Corruption & Integrity Forum (GACIF), held in Paris from March 23–27.

The forum brought together representatives of governments, international organizations, and the expert community to discuss the role of integrity and anti-corruption policy as tools for effective governance, institutional resilience, and economic development, particularly through strengthened law enforcement, proper management, and the implementation of analytical approaches in countering economic and financial offenses.

As part of the event, Taras Shcherbai held a series of working meetings with the leadership and representatives of the OECD Secretariat, including Julia Fromholz, Andrii Kukharuk, Marcus Roca, Elena Konceviciute, and other experts from specialized departments. During the meetings, approaches were agreed upon to deepen cooperation between the ESBU and the OECD in the areas of countering financial, economic, and corruption-related offenses, developing international interaction, and supporting the Bureau's institutional development through the implementation and use of OECD best practices.

Special attention was paid to the implementation of the OECD Ten Global Principles for fighting tax crimes as a systemic framework for the reform and transformation of the ESBU, the development of a financial investigation system, and the strengthening of interagency coordination and international cooperation.

The forum also facilitated practical coordination with international partners. Working meetings were held with representatives of Eurojust (Poland) and a liaison officer from the Guardia di Finanza, during which cooperation on specific criminal proceedings was agreed upon, and further steps were defined to expand collaboration in information exchange and joint investigations.

Additionally, as part of the working visit, a meeting was held at the French Ministry of Economy, Finance, Industry, Energy, and Digital Sovereignty. During this meeting, directions were established for developing institutional interaction between the ESBU and the competent authorities of the French Republic, specifically regarding the exchange of experience and the strengthening of the Bureau's capabilities.

Participation in GACIF 2026, interaction with the OECD, and working contacts with representatives of foreign law enforcement agencies and partner institutions have ensured the expansion of the Bureau's practical international cooperation and access to specialized expertise and best practices and have laid the foundation for the implementation of international standards and the further institutional transformation of the ESBU.

The Economic Security Bureau of Ukraine expresses its sincere gratitude to the INL (U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs) and the U.S. Embassy in Ukraine for their comprehensive support, including expert guidance, the organization of key meetings, and coordination of participation in the Forum.
