In one of the settlements in the Kyiv region, over UAH 5 million in budget funds allocated for the repair of a storm sewer sedimentation tank were misappropriated. In fact, no work was carried out at the site.
The mayor of one of the cities in the Kyiv region and the director of a private contracting enterprise will stand trial. The pre-trial investigation was completed by detectives of the Territorial Office of the ESBU in the Kyiv region.
The investigation established that during martial law, the local council entered into a contract for the repair of the facility worth over UAH 5 million. At the same time, no work was performed at the site.
Despite this, the official responsible for monitoring the quality and volume of the work signed acceptance certificates and other documents containing false information. Based on these, funds from the local budget were transferred to the contractor.
As a result of the abuse of official position and the intentional, unlawful actions of the suspects, the community suffered losses on an especially large scale. The amount of unjustifiably transferred budget funds exceeded UAH 5 million.
Based on the collected evidence, the mayor is charged with embezzlement of another's property under martial law (Part 5, Article 191 of the Criminal Code of Ukraine), and the head of the enterprise is charged with misappropriation of budget funds and official forgery (Part 5, Article 191 and Part 1, Article 366 of the Criminal Code of Ukraine).
The indictment has been sent to the court.
