Director of the Economic Security Bureau of Ukraine Oleksandr Tsyvinskyi spoke at the Rebuild Ukraine Business Conference 2025, organised by the Canada-Ukraine Chamber of Commerce (CUCC) in Toronto. Attendees of the event discussed opportunities for businesses and investors in Ukraine's reconstruction projects.
In his speech, Oleksandr Tsyvinskyi outlined the ESBU's key priorities and emphasised that effective post-war recovery is impossible without a strong system of economic security, protected investments, fair competition, and a transparent mechanism for controlling international aid.
"We are working to ensure that it is profitable, comfortable, and safe to operate legally in Ukraine. We are open to dialogue and to protecting honest business in Ukraine from unlawful encroachment. We are focusing on de-shadowing the economy and implementing a risk-oriented approach to ensure a level playing field for businesses of all sizes," the ESBU Director noted.

The ESBU Director also drew attention to the key role of international partnership. According to him, the joint actions of Ukrainian and international partners contribute not only to reconstruction but also to strengthening global security.
At the end of his speech, Oleksandr Tsyvinskyi expressed confidence that in a few years the world would be holding forums not about business recovery in Ukraine, but about investing in Ukraine – and doing so not out of solidarity, but out of confidence and interest in the Ukrainian economy.
