Analysts of the Territorial Department of the Economic Security Bureau in Kyiv discovered a risky tender for the overhaul of the hospital. It was planned to spend UAH 504 million from the budget.

During the analytical study, experts of the Territorial Department identified several risks associated with the tender-winning company.

In particular, the company's tender offer did not contain any document or calculation regarding the formation of the contract price. Also, the customer did not make public the estimate documentation - an addendum to the contract, which is an integral part of it.

In addition, the company winner of the procurement is involved in criminal proceedings regarding the appropriation of budget funds and is included by the State Tax Service of Ukraine on the list of risky VAT payers.

To prevent the waste of budget funds, the analysts of the Bureau sent a recommendation to the customer to terminate the agreement with the company that won the tender.

As a result, the customer informed the ESBU about the conclusion of an additional agreement with the contractor, which terminated the main contract. In this way, ESBU analysts prevented the waste of more than half a billion UAH of budget funds.
