Attestation in the ESBU is entering the stage of practical implementation

 The Economic Security Bureau of Ukraine has completed the regulatory preparation of the employee attestation process. Currently, the Procedure for conducting attestation is undergoing state registration at the Ministry of Justice of Ukraine, which is a mandatory condition for the actual start of the procedure.

The Bureau's specialists conducted thorough consultations with the commission members regarding the entire regulatory framework that governs the attestation. During the discussions, in particular with the participation of international experts, the judicial practice of the Supreme Court, human rights standards, and approaches applied in EU countries were taken into account. The priority was the creation of a legally verified procedure, resistant to judicial challenges, including consideration of the position of the Verkhovna Rada of Ukraine Commissioner for Human Rights.

Deputy Director of the ESBU Yurii Bielousov emphasized that the chosen approach is fundamental for the institutional stability of the Bureau.

"We rejected the scenario of a quick but legally vulnerable attestation. Our task is to conduct the procedure in such a way that its results are legitimate, fair, and not overturned by courts due to procedural errors. That is why we first built a solid regulatory foundation and only then moved to the practical stage," he noted.

In parallel, the ESBU is preparing the organizational infrastructure, in particular, the formation of an independent secretariat for attestation commissions by donor organizations, and ensuring testing with the support of international partners.

Following the completion of registration procedures and the receipt of testing tools from international partners, the attestation of ESBU employees will begin tentatively in February 2026.

As a reminder, preparations for the attestation began immediately after the appointment of the new ESBU leadership and included a series of consecutive stages. In accordance with the law on the reboot of the Bureau, two attestation and two personnel commissions were formed, with half of their members delegated by international partners. The process of their formation lasted about three months and was completed in November 2025, taking into account strict requirements for the integrity and independence of the commission members.
