"Actually, in less than a year, more than 64% of heads left the ESBU," said Oleksandr Tsyvinskyi

 The Director of the Economic Security Bureau of Ukraine, Oleksandr Tsyvinskyi, in his Telegram channel, noted that actually less than in a year, the Bureau left more than 64% of the leading composition, which was subject to evaluation within the limits of the first stage of attestation. It is about the attestation of heads of departments of the central apparatus, their deputies, heads of territorial departments, and their deputies.

For the institution that simultaneously passes reformation and fulfills tasks on countering economic offenses, this is an unprecedented level of personnel changes.

In particular, out of 50 workers who were subject to evaluation within the limits of the first stage, only 18 heads have currently reached the interviews. Before the start of attestation procedures, 21 workers left the service in the ESBU, another 7 resigned already during the passing of the evaluation, and 4 did not overcome the established passing score and were dismissed by decisions of attestation commissions.

«On March 23, 2026, the leading composition passed testing on the knowledge of legislation, and on April 7, the evaluation of general abilities. At present, attestation commissions carry out the collection and analysis of information for conducting interviews, which are planned for the second half of July. The ESBU ensures that the commission has full access to all necessary materials for an objective and unbiased evaluation, underlined the director of the ESBU.

At present, workers of the Bureau work in conditions of double load, combining daily service with the passing of attestation procedures, on the results of which their further career depends. Despite this, units of the ESBU continue to ensure the fulfillment of placed tasks in full volume, and work processes remain continuous and effective.
