Information exchange between the Economic Security Bureau of Ukraine and the State Service of Ukraine for Food Safety and Consumer Protection to improve the detection of economic risks and offenses is provided for by an information cooperation agreement. The document was signed by the Head of the Service, Serhii Tkachuk, and the Director of the ESBU, Oleksandr Tsyvinskyi.
The interaction will cover the entire data cycle—from acquisition and analysis to practical application, particularly during analytical research and pre-trial investigations.
This will enhance the effectiveness of market control, especially regarding the circulation of excisable products. Collaborative efforts will allow for faster detection of violations during production and sales, uncover tax evasion schemes, and ensure a timely response to the circulation of products of unknown origin or those manufactured outside state control.
"The implementation of this agreement will not only reduce shadow processes in specific sectors but also significantly strengthen state control. We are creating level and transparent conditions for business, where operating legally is more profitable. At the same time, this means better protection of consumer rights and increased budget revenues thanks to the systematic prevention of offenses," emphasized Oleksandr Tsyvinskyi.
In turn, Serhii Tkachuk noted, "Today, the effectiveness of the state is measured by the speed and quality of interaction between institutions. This Agreement is about trust, shared responsibility, and results. By combining our capabilities, we will be able to detect violations and prevent abuses much faster."
The ESBU underscores that such interaction fully aligns with the Bureau's approach to prevent violations rather than merely react to them.
