Modular shelters that were intended to ensure the protection of employees at two thermal power plants turned out to be unusable. Due to their procurement, the enterprise in the field of heat supply lost over UAH 6.8 million. The pretrial investigation regarding the company official has been completed by detectives of the Territorial Office of the ESBU in the Lviv region.
The investigation established that the acting general director of the enterprise, acting intentionally and contrary to the interests of the service, with the purpose of obtaining an unlawful benefit for a third-party company, concluded a direct contract for the supply of modular shelters for the enterprise's employees.
At the same time, the official was fully aware that the proposed modular shelters did not meet the established technical requirements and could not be used as protective structures for their intended purpose. Despite this, he signed the contract, ensured the acceptance of the delivered products, and their full payment at the expense of the enterprise's funds.
The total cost of the procurement exceeded UAH 6.8 million. The conclusions of forensic expert evaluations confirmed that the delivered modular structures are unusable as protective shelters.

Thus, the enterprise spent over UAH 6.8 million on structures that could not fulfill their main purpose—to ensure the protection of thermal power plant employees while working at critical infrastructure facilities.
Based on the evidence gathered by ESBU detectives, the official was notified of suspicion of committing a criminal offense provided for by Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position that caused severe consequences).
The suspect did not plead guilty and did not compensate for the damages caused.
Currently, the materials of the criminal proceedings, along with the indictment, have been forwarded to the court.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in accordance with the law and established by a court verdict of guilty.
