The Government of Ukraine has regulated the assignment of special ranks within the Economic Security Bureau of Ukraine and their correlation with other special and military ranks. Thus, legal certainty and justice have been restored for ESBU employees who held relevant ranks from previous service prior to joining the Bureau.
The respective government decision is the result of joint, consistent efforts by the Cabinet of Ministers of Ukraine, the Ministry of Justice of Ukraine, and the Economic Security Bureau of Ukraine, serving as an example of the state's systematic approach to social protection and motivation of law enforcement personnel.
Previously, due to the lack of a proper legal mechanism, such employees were assigned the lowest special ranks upon joining the ESBU, regardless of their existing experience and previous service status. In the second half of 2025, the ESBU leadership initiated a resolution to this issue, emphasizing that it was not about granting new ranks but rather about the correct recognition of previously assigned ranks within the framework of current legislation.
In early 2026, the Government adopted the relevant decision, which has finally resolved this issue at the regulatory level.
As a result, 506 certified ESBU employees—including 231 from the central apparatus and 275 from territorial offices—received special ranks previously assigned to them by authorized bodies at their prior places of service.
The respective norms are enshrined in Resolution of the Cabinet of Ministers of Ukraine No. 66, dated January 21, 2026, which establishes clear rules for the correlation of special ranks of the Economic Security Bureau with other special and military ranks.
The implementation of this decision is a vital component of the state policy for the social protection of law enforcement officers. It demonstrates a balanced approach to recognizing previous service experience, enhances staff motivation, promotes the retention of professional personnel, and strengthens the institutional stability of the Economic Security Bureau of Ukraine.
