Experts from the Economic Security Bureau of Ukraine have prepared a draft Analytical Report on strengthening institutional capacity. The document includes information on the measures taken to fulfil the tasks and functions, as well as conclusions and recommendations for improving institutional capacity, taking into account the experience of the leading EU member states.
During the meeting, representatives of the Economic Security Bureau of Ukraine and the European Union Advisory Mission Ukraine discussed the digitalisation of analytical work, mechanisms for investigating economic crimes, considering international standards, and ways to improve the institutional capacity of the ESBU. Andrej Baran, Senior Adviser on Special Law Enforcement Agencies, EUAM Ukraine, Anamaria Veronica Fuduli, Head of Human Resources Reform Development Unit, EUAM Ukraine, and Oleg Sologub, Anti-Corruption Specialist, EUAM Ukraine, noted that strengthening cooperation between the ESBU and law enforcement agencies of EU member states and Europol reduces space for corruption and is one of the most effective anti-corruption tools in the long term.
EUAM representatives also noted that the ESBU is constantly expanding its list of international partners. Specifically, Europol granted the ESBU the status of a fully operational contact point for the SIENA network. This platform facilitates the exchange of operational and strategic information between liaison officers, analysts and experts from Europol, EU member states, and third countries with which Europol has cooperation agreements.
As a result of the meeting, the draft Analytical Report on strengthening the institutional capacity of the Economic Security Bureau of Ukraine will be finalised with the suggestions made by EUAM representatives.
