Analysts of the Economic Security Bureau of Ukraine prevented a potential illegal overstatement of costs for the construction of a shelter in a school in the Pechersk district of Kyiv. Following the analysts' recommendations, the procurement initiator and the contractor renegotiated the contract terms, reducing the cost of works by more than UAH 14 million.
This is a large-scale infrastructure project scheduled for completion by the end of 2026, with funding provided by the local budget.
According to the Prozorro system, the Department of Education and Innovative Development of the Pechersk District State Administration signed a contract with a construction company worth over UAH 207 million. The project involves the construction of an underground protective structure designed to accommodate up to 800 people, along with the landscaping of the surrounding area.
ESBU specialists analyzed the project documentation and construction estimates, comparing the prices of building materials specified in the contract with market rates. They identified discrepancies in several items, specifically concrete, granulate, roofing felt, crushed stone, and asphalt concrete.
To prevent the inefficient use of funds, the ESBU sent recommendations to the customer, the Department of Education, and Innovative Development of the Pechersk District State Administration to review the contract price and adjust the budget estimates.
Taking the analysts' findings into account, the parties updated the contract terms and reduced the cost of the work by more than UAH 14 million.
This example clearly demonstrates that an analytical approach and preventive measures are significantly more effective than reacting after the fact. The ESBU will continue its work to ensure the transparent and efficient use of budget funds.
