Main tasks:
1) ensuring budget planning and execution of the state budget regarding the expenditures of the Territorial Office of the ESBU in the Poltava region; organizing work to ensure state budget policy during the preparation, review, approval, and execution of expenditure estimates for the maintenance of the TO of the ESBU in the Poltava region, while strictly adhering to the principles of justification, efficiency, and targeted use of funds;
2) maintaining accounting records of financial and economic activities and preparing financial and budget reports;
3) reflecting accurate and complete information on economic operations and performance results necessary for the operational management of budget allocations (appropriations) as well as financial and material (intangible) resources;
4) ensuring compliance with budget legislation when undertaking budget commitments, timely submission for registration of such commitments, making payments in accordance with the undertaken budget commitments, and ensuring the accurate and full reflection of operations in accounting records and reporting;
5) ensuring control over the availability and movement of property, and the use of financial and material resources in accordance with approved standards and estimates;
6) preventing negative phenomena in financial and economic activities, identifying and mobilizing internal economic reserves;
7) exercising, within the scope of competence, control over the targeted and efficient use of budget funds intended for the implementation of projects and the execution of programs;
8) conducting, within the scope of competence, an analysis of the financial statements of the TO of the ESBU in the Poltava region for the purpose of making managerial decisions.
Main functions:
1) participation in the formation of demand proposals for the creation of the Budget Declaration and the Budget Request for the planned budget period and the forecast for the next two budget periods following the planned one;
2) development and submission for approval to the chief budget manager of estimates and general fund budget allocation plans, budget fund usage plans, monthly budget fund usage plans, and staffing tables;
3) ensuring the preparation and submission of proposals to the central office of the ESBU for the formation of performance indicators for budget program passports and reports on their execution;
4) development of proposals regarding the approval of the staffing table for the TO of the ESBU in the Poltava region;
5) ensuring the maintenance of accounting records in accordance with national accounting regulations in the public sector, as well as other regulatory legal acts regarding accounting, including using a unified automated accounting and reporting system;
6) preparing financial and budget statements, as well as state statistical and other reports (declarations) based on accounting data in the manner established by legislation, and ensuring their timely submission;
7) exercising ongoing control over:
8) timely and full transfer of taxes and fees (mandatory payments) to the respective budgets;
ensuring compliance with the requirements of regulatory legal acts regarding:
9) conducting analysis of accounting and reporting data, including the reasons for the increase in accounts receivable and accounts payable; developing and implementing measures for the recovery of accounts receivable and the settlement of accounts payable; organizing and carrying out work for its write-off in accordance with legislation;
10) conducting an analysis of the financial statements of the TO of the ESBU in the Poltava region and providing the necessary information to the structural units of the TO of the ESBU in the Poltava region;
11) exercising preliminary and ongoing control over the use of budget funds.
