The main tasks of the ESBU of the Territorial Office in the Odesa region are:
1) ensuring the economic security of the state by preventing, detecting, terminating, and investigating criminal offenses that infringe upon the functioning of the state economy within the Odesa region;
2) identifying risk areas in the economic sphere by analyzing structured and unstructured data;
3) assessing risks and threats to the state's economic security, and determining methods for their minimization and elimination;
4) collecting and analyzing information on offenses affecting the state's economic security and identifying ways to prevent their occurrence in the future;
5) planning measures to counter criminal offenses within the legal jurisdiction of the ESBU in the Odesa region;
6) detecting and investigating offenses related to the receipt and use of international technical assistance in the Odesa region;
7) preparing analytical conclusions and recommendations for state bodies and local self-government authorities to enhance the efficiency of their management decisions regarding the regulation of economic relations.
The main functions of the ESBU of the Territorial Office in the Odesa region are:
1) ensures, within the powers defined by law, the implementation of measures for the prevention of corruption, violations of legality, and official discipline, and monitors their execution;
2) plans measures in the sphere of combating criminal offenses assigned by law to the investigative jurisdiction of the ESBU;
3) ensures work related to the selection, training, retraining, and advanced training of the employees of the Territorial Office;
4) organizes official training and internships for the employees of the Territorial Offices;
5) ensures, within the powers provided by law, the implementation of state policy regarding state secrets, the protection of restricted access information, and monitoring its preservation within the Territorial Office;
6) utilizes the system (network) for exchanging restricted access information and databases necessary to support the daily activities of the Territorial Office in the spheres of labor, financial, and management relations, and document workflow;
7) organizes record-keeping and archival storage of documents in accordance with established regulations;
8) ensures the operation and functioning of the ESBU communication system;
9) provides, in accordance with legislation, legal and social protection for persons holding special ESBU ranks and other employees of the Territorial Office, and interacts on these matters with the ESBU central office, state authorities, and local self-government bodies;
10) enters into escrow (safekeeping) agreements with enterprises, institutions, and organizations for the purpose of storing physical evidence seized during pre-trial investigations that require special storage conditions;
11) ensures, in cases provided for by legislation, the protection of state interests and representation of ESBU interests before state authorities and local self-government bodies;
12) ensures, within the powers provided by law, the mobilization preparation and mobilization readiness of the Territorial Office;
13) supervises occupational health and safety, monitors and ensures fire safety within the territorial office, as well as on the territory where it is located;
14) organizes planning and financial work within the territorial office, and monitors the use of financial and material resources;
15) ensures the organization and maintenance of accounting in the manner prescribed by legislation, as well as the submission of necessary reports;
16) opens accounts in the State Treasury authorities;
17) ensures the self-representation of the Territorial Office in courts through the head of the territorial office, as well as without a separate mandate from the head of the Territorial Office, through their deputies or employees of the structural units of the Territorial Office in accordance with the regulations on such units.
