Main tasks:
1) personnel recruitment in the Territorial Office;
2) personnel development and organizing the improvement of professional competence levels of the Territorial Office employees;
3) performing analytical and organizational work in human resources management;
4) documenting the commencement of service in the ESBU, its progression, and termination;
5) ensuring legal and social protection for employees among persons holding special ranks of the ESBU in accordance with the legislation.
Main functions:
1) organizes work on the development of the Territorial Office structure;
2) organizes work on the drafting of job descriptions for the Territorial Office employees, their review for compliance with legislative requirements and identification of the need for amendments, and provides advisory assistance regarding the drafting and amending of job descriptions;
3) prepares draft terms and conditions for competitions for civil service positions in the Territorial Office, including special requirements for persons applying for category "B" and "V" civil service positions, taking into account recommendations approved by the central executive body responsible for forming and implementing state policy in the field of civil service;
4) prepares draft terms and conditions for competitions, qualification requirements, and professional suitability criteria for filling vacant positions of overt staff members holding special ranks in the ESBU;
5) prepares notices of competition for vacant positions of overt staff members holding special ranks of the ESBU, which include the terms and conditions of the competition;
6) implements measures to organize and coordinate the adaptation process for newly appointed employees in the Territorial Office, taking into account the recommendations approved by the central executive body responsible for forming and implementing state policy in the field of civil service;
7) collaborates with the employees of the Territorial Office to develop individual programs for enhancing professional competence/individual professional development programs; assesses and summarizes employees' professional training needs and submits proposals to the Head of the Territorial Office regarding the organization of training, retraining, or advanced training to create favorable conditions for professional development;
8) organizes work related to internships for civil servants, youth, and individuals holding special ranks within the ESBU;
9) conducts work related to the conclusion, extension, and termination of civil service contracts, and participates in monitoring compliance with the terms of such contracts in the manner prescribed by law;
10) carries out work related to recording labor activities, as well as the completion, accounting, and storage of personal files (personal cards) of the Territorial Office employees;
11) ensures the maintenance of military records for the employees of the Territorial Office;
12) reviews and prepares responses to appeals and inquiries from citizens, enterprises, institutions, organizations, Members of Parliament, officials, lawyers, information requests, and provides other information on matters within its competence;
13) ensures the entry of personnel data, including information on the commencement, progression, and termination of civil service or service in the ESBU, into the human resources management information system for state bodies;
14) performs other work related to the application of labor legislation, civil service legislation, and service progression for senior staff members in the units of the Territorial Office, and performs other functions stipulated by law.
