Personnel Division


Main tasks:

1)  implementation of the state policy on human resources management in the Territorial Office;

2) ensuring that the Head of the HR Department of the Territorial Office of the ESBU in the Lviv region exercises his/her powers in the field of HR management;

3) ensuring organizational development of the Territorial Office;

4) selection of the employees of the Territorial Office;

5) forecasting staff development, encouraging employees to pursue a career and improving their professional competence;

6) carrying out analytical and organizational work on personnel management;

7) documentation of admission to the civil service its passage and termination;

8) provision of work related to the completion of service by persons with special ranks of the ESBU by the Regulation on the completion of service by persons with special ranks of the ESBU;

9) organization of internships.

Main functions:

1) participates in the development of proposals for the structure and staffing of the Territorial Office;

2) develop and participate in the development of draft regulations related to the issues of the Office, labour relations, civil service, and service in the structural units of the Territorial Office;

3) submits proposals to the Head of the Territorial Office on improvement of personnel management and HR management;

4) provide analytical and advisory support to the Head of the HR Division;

5) supervise the development of job descriptions for persons holding special titles of the ESBU, civil servants, and persons who have entered into an employment contract with the Territorial Office which is approved by the Director of the ESBU and review them for compliance with the requirements established by law;

6) works to create a favourable organizational and psychological climate, form a corporate culture in the team, and resolve conflicts;

7) analyse the need for personnel to fill vacant positions in the Territorial Office and make appropriate proposals to the Head;

8) receives documents from candidates for vacant civil service positions of categories "B" and "C", checks the documents submitted by candidates for compliance with the requirements established by law, notifies candidates of the results of such check, and submits them to the competition commission and takes other measures to organize competitive selection;

9) sends written notifications to candidates for vacant civil service positions of categories "B" and "C" about the results of the competition in particular using telecommunication;

10) on the instructions of the Head, check compliance with the requirements of the law: The Labor Code of Ukraine, the Law of Ukraine "On Civil Service", the Regulations on the Service of Persons Holding Special Ranks of the Economic Security Bureau of Ukraine, the Internal Service Rules, the Internal Labor Rules and the Internal Rules for Persons Holding Special Ranks of the ESBU;

11) together with other structural subdivisions of the Territorial Office:

- organize work on the development of regulations on structural units;

- develops the staffing table of the Territorial Office;

- together with the Accounting Department, organizes work on motivating the employees of the Territorial Office;

- ensures career planning, and systematic filling of vacant positions with trained specialists by the requirements for professional competence and encourages promotion based on professional competence and conscientious performance of their duties;

- organize the work on staff training.

12) organize internal training for the employees of the Territorial Office;

13) carries out planning of professional training of employees of structural subdivisions of the Territorial Office;

14) summarize the needs of the employees of the structural subdivisions of the Territorial Office in training and advanced training and make appropriate proposals to the Head;

15) ensure the organization of verification of the accuracy of the information on the application of prohibitions provided for in parts three and four of Article 1 of the Law of Ukraine "On Lustration", and prepare a certificate of its results;

16) together with the civil servant, draw up an individual program for raising the level of professional competence based on the results of the performance appraisal;

17) maintains the established reporting and accounting documentation, and prepares state statistical reporting on personnel issues;

18) analyse the quantitative and qualitative composition of civil servants of the Territorial Office;

19) carries out a set of measures to organize the evaluation of the performance of civil servants of the Territorial Office;

20) provides advisory assistance on human resources management to the heads of structural units of the Territorial Office;

21) calculates the length of service and seniority of the employees of the Territorial Office;

22) controls compliance with the legislation on human resources management: The Labour Code of Ukraine, the Law of Ukraine "On Civil Service", and the Regulation on the Service of Persons Holding Special Ranks of the Economic Security Bureau of Ukraine;

23) consider proposals and prepare documents on encouragement and rewarding of the Territorial Office's personnel, and keep relevant records;

24) organizes the taking of the oath:

- the oath of a civil servant by a person who first enters the civil service;

- the oath of office of a person who is appointed for the first time to positions that provide for special ranks of the ESBU.

25) executes documents on assignment of respective ranks to civil servants, and special ranks to persons employed by the Territorial Office.

26) familiarize the employees of the Territorial Office with the Internal Service Rules, Internal Labor Rules, and Internal Regulations for persons holding special ranks of the ESBU, job descriptions, and other documents with their signatures and the date of familiarization;

27) organizes the work on accounting, registration, issuance, and storage of service certificates of persons holding special titles of the ESBU, civil servants, and persons who have concluded an employment contract with the Territorial Office after their appointment;

28) ensures preparation of materials on appointment and dismissal of the Territorial Office's personnel;

29) exercise control over the establishment of bonuses for length of service;

30) forms the schedule of vacations for the Territorial Office's personnel, prepares draft acts on granting vacations to personnel, controls their submission, and keeps records;

31) carries out work related to the storage of personnel files (personal cards) of the employees of the Territorial Office;

32) prepares and issues certificates from the place of work to employees;

33) keeps records of persons liable for military service and conscripts in the Territorial Office;

34) within the limits of competence, prepare administrative documents on business trips of the Territorial Office's personnel;

35) prepare documents within the scope of competence on the appointment of pensions to the staff of the Territorial Office;

36) consider appeals of citizens, enterprises, institutions and organizations, officials, inquiries, and appeals of people's deputies of Ukraine, and requests for information on personnel management;

37) ensures the organization of social work with the employees of the Territorial Office, former employees, and pensioners, prepares and issues documents confirming the right to benefits;

38) carries out other work related to the application of the legislation on labour, civil service, and the Regulation on the service of persons holding special ranks of the ESBU in the structural units of the Territorial Office, performs other functions provided for by law.
