Accounting Department


Main tasks:

1) participation in the formulation of proposals for the Budget Declaration;

2) ensuring budget planning and implementation of the state budget according to expenditures under budget programs, which are managed by the Territorial Office, the State Program of Economic and Social Development of Ukraine and the program of the Cabinet of Ministers of Ukraine;

3) organization of work to ensure the state budget policy in the process of drawing up, reviewing, approving and executing estimates of expenses for the maintenance of the Territorial Office strict adherence to reasonableness, efficiency and targeted use of funds;

4) accounting of financial and economic activities and preparation of financial and budget statements;

5) display of reliable and complete information about business operations and results of activity, necessary for operational management of budget assignments (allocations) and financial and material (intangible) resources;

6) ensuring compliance with budget legislation when making budget commitments, timely submission for registration of such commitments, making payments in accordance with the budget commitments made, accurate and complete reflection of transactions in accounting and reporting;

7) ensuring control over the availability and movement of property the use of financial and material (intangible) resources in accordance with approved standards and estimates;

8) prevention of negative phenomena in financial and economic activity, identification, and mobilization of intra-economic reserves;

9) carrying out, within the scope of competence, control over the targeted and effective use of budget funds provided for the implementation of projects, implementation of programs;

10) carrying out, within the scope of competence, the analysis of financial statements of the Territorial Office for making management decisions.

Main functions:

1) development of proposals regarding preliminary indicators of the project of the State Budget of Ukraine, the State Program of Economic and Social Development of Ukraine, the program of activities of the Cabinet of Ministers of Ukraine;

2) participation in the formation of the project of the State Budget of Ukraine according to the budget programs, the manager of which is the Territorial Office, by drawing up a budget request for the planned and two budget periods coming after the planned.

3) mplementation of development and participation in the development of drafts of normative legal acts on matters belonging to the Department's competence, carrying out examination of drafts of such acts;

4) development and submission for approval to the chief manager of funds of the ESBU central apparatus of estimates and allocation plans of the general fund of the budget, plans for the use of budget funds, monthly plans for the use of budget funds and staff rosters;

5) ensuring the preparation and submission of passports of budget programs and reports on their implementation to the central office of the Ministry of Internal Affairs and Communications.

6) development of proposals for approval of the maximum number of employees, structure, and staff list of the Territorial Office;

7) ensuring accounting in accordance with national regulations (standards) of accounting in the public sector as well as other normative legal acts on accounting, including using a unified automated system of accounting and reporting;

8) compilation of financial and budget reporting as well as state statistical and other reporting (declaration) based on accounting data in accordance with the procedure established by law and ensuring its timely submission;

9) implementation of current control over:

- compliance with budget legislation when making budget commitments, their registration in the bodies of the Main Directorate of the State Treasury Service of Ukraine in the Lviv region and making payments in accordance with the budget commitments;

- bookkeeping, financial and budget reporting, compliance with budget legislation and national accounting regulations (standards) in the public sector, as well as other legal acts regarding bookkeeping by the accounting service of a budget institution.

10) timely and full transfer of taxes and fees (mandatory payments) to the relevant budgets;

11) insuring compliance with the requirements of regulatory and legal acts regarding:

- the use of financial, material (intangible) and informational resources during the acceptance and processing of documents related to economic operations;

- inventory of non-current assets, commodity values, cash, documents, calculations, and other balance sheet items.

12) analysis of accounting and reporting data, including the reasons for the growth of receivables and payables, development and implementation of measures for the collection of receivables and repayment of payables, organization and implementation of work on its write-off in accordance with legislation;

13) software:

- compliance with the procedure for making calculations for goods, works, and services purchased with budget funds;

- the reliability and correctness of the registration of information included in the registers of budgetary obligations and budgetary financial obligations;

- the completeness and reliability of these supporting documents, which are formed and submitted in the process of treasury service;

- storage, registration, and transfer to the archive of processed primary documents and accounting registers which are the basis for displaying operations in the accounting records and drawing up reports;

- the requestors in full truthful and unbiased information about the financial condition of the Territorial Department, the results of its activities and the flow of budget funds;

- relevant structural subdivisions of the Territorial Department of accounting and reporting data for making justified management decisions, determining possible risks of financial and economic activity.

14) participation in the work on the registration of materials related to shortages theft of funds and property, damage to assets.

15) developing and ensuring the implementation of measures to observe and increase the level of financial and budgetary discipline of its employees and employees of the accounting service of the budget institution, which belong to the sphere of management of the Territorial Department.

16) implementation of measures to eliminate violations and deficiencies identified during control measures carried out by state bodies and subdivisions of Territorial Department, which are authorized to control compliance with the requirements of budget legislation.

17) providing methodological and practical assistance to management and departments on budget planning and the use of budget funds.

18) ensuring the preparation of reports on budget programs managed by the Territorial Department, taking into account the information of operational and technical structural units of the Territorial Department.

19) preparation of operational and analytical information for the head of the Territorial Department based on financial statements and other informational and analytical materials.

20) analysis of financial statements of the Territorial Department and submission of necessary information to the structural units of the Territorial Department.

21) implementation of preliminary and ongoing control over the use of budget funds belonging to the sphere of management of the Territorial Department the manager of funds and the recipient of budget funds under the budget programs of which the Territorial Department.

22) preparation of materials and submission of relevant proposals on issues within the Department's competence for consideration at meetings of the Territorial Department.

23) organization in the established order of personal data processing, their protection, and maintenance of the relevant database.

24) consideration of appeals within the competence of state authorities, local governments, enterprises, institutions, organizations, deputies, and citizens.

25) performance of other functions resulting from tasks assigned to the Department.
