Analysts of the Economic Security Bureau of Ukraine found that officials of an energy generating company, a budgetary funds manager, planned to make risky purchases of repair services totaling more than UAH 60 million.
Employees of the ESBU established that the winner of these procurements was the company that was prosecuted for the violation provided for in clause 4, Part 2 of Art. 6 and clause 1 of Art. 50 of the Law of Ukraine "On the protection of economic competition" namely the commission of anti-competitive concerted actions related to the distortion of tender results.
In order to prevent the unjustified allocation of budget funds based on the above facts analysts of the ESBU sent a letter of recommendation to the state-owned company to verify the feasibility of concluding the relevant agreement.
After reviewing the ESBU's recommendation letter the officials of the energy generating company decided to reject the relevant procedures and refuse to allocate funds under the contract. Probable budget losses totaling more than UAH 60 million were prevented.
Based on the results of information and analytical activities aimed at preventing and counteracting theft of budget funds analysts of the Economic Security Bureau of Ukraine have sent 94 letters of recommendation to state institutions and budget funds managers since the beginning of 2023. Based on the results of their consideration, mainly through the termination of contracts and termination of expenditure operations by budget entities, budget losses in the amount of UAH 437.2 million were prevented. For comparison, in 2022, this amount was UAH 270.8 million.
