Since the beginning of 2023 analysts of the Economic Security Bureau have identified 25 companies with potential risks that declared non-existent inventory balances and filed applications for VAT refunds worth more than UAH 600 million.
To prevent the misappropriation of public funds, letters of recommendation on the identified risks were sent to the State Tax Service.
As a result, 10 companies refused to refund UAH 141.4 million on their own. VAT.
Fifteen more companies have unreasonably claimed UAH 317 million of VAT for refund, and control and verification measures are ongoing for the remaining ten. These are alleged manipulations by companies that declared non-existent inventory balances - clothing, footwear, textiles imported during 2021-2022.
These companies are registered with the State Tax Servic in Kyiv, Rivne, Volyn, Odesa and Lviv regions.
According to the Law of Ukraine "On the Economic Security Bureau of Ukraine", one of the main tasks of the Bureau is to prevent risks to Ukraine's economic security, in particular, illegal refunds of value added tax.
To detect such threats, analysts of the Economic Security Bureau of Ukraine systematically monitor companies that declare VAT refunds.
