Main tasks:

  • Implementation of state policy on personnel management at the TO of the ESBU in Zakarpattia region.
  • Selection of personnel of the TO of the ESBU in Zakarpattia region.
  • Forecasting the development of personnel, encouraging employees to enter the service career, and increasing the level of their professional competence.
  • Carrying out analytical and organizational work on personnel management.
  • Provision of work related to the completion of service by persons who have special ranks of the ESBU by the Regulation on completion of service.
  • Organization of internship.

Functions:

  • Controls the development of job instructions for civil servants and employees of units the TO of the ESBU in Zakarpattia region as well as revises them for compliance with the requirements established by legislation.
  • Conducts work on the creation of a favorable organizational and psychological climate, formation of corporate culture in the team, and resolution of conflict situations.
  • Examines the need for personnel for vacant positions at the TO of the ESBU in the Zakarpattia region and makes appropriate proposals to the Head of the TO of the ESBU in the Zakarpattia region.
  • Accepts documents from candidates for vacant civil service positions of categories "B" and "B", verifies the documents submitted by candidates for compliance with the requirements established by law, informs candidates about the results of such verification, and submits them to the competitive commission for consideration, carries out other measures regarding the organization of competitive selection.
  • Plans professional training of employees of structural subdivisions of the TO of the ESBU in the Zakarpattia region.
  • Organizes assembly:
  • - oaths of a civil servant by a person entering civil service for the first time;
  • - oaths of a person who is appointed for the first time to positions that involve special titles of ESBU.
  • Draws up documents on assigning appropriate ranks to civil servants, and special ranks to persons who have been accepted for service at the TO of the ESBU in Zakarpattia region.
  • Acquaints civil servants and employees of structural subdivisions of the TO of the ESBU in Zakarpattia region with the rules of internal service procedures of the state body, job instructions, and other documents with their signatures and the date of familiarization.
  • Ensures the preparation of materials regarding the appointment to positions and dismissal of the employees of the TO of the ESBU in the Zakarpattia region.
  • Forms the vacation schedule of employees of the TO of the ESBU in Zakarpattia region prepares drafts of acts on granting staff vacations, monitors their submission, and keeps records.
  • Performs work related to filling out workbooks, and storing personal files (identity cards) of civil servants and employees of the TO of the ESBU in Zakarpattia region.
  • Keeps records of conscripts and conscripts and bookings of conscripts at the TO of the ESBU in Zakarpattia region.
