Main tasks:

• organizational, logistical, and economic support of the activities of the Central office of the ESBU and units under its management by implementing the functions assigned to the Directorate;
• Ensuring within the competence of the Directorate, the implementation of acts of the President of Ukraine, resolutions of the Verkhovna Rada of Ukraine, resolutions and orders of the Cabinet of Ministers of Ukraine, and orders of the ESBU together with other structural units of the ESBU;
• organization and coordination of work on the rules and regulations on labor protection and fire safety in the ESBU;
• organization and maintenance of the ESBU vehicles;
• ensuring that administrative premises are maintained in proper condition, current repairs are carried out, and sanitary, technical, and other rules for their use and equipment are observed;
• keeping records of material assets and being responsible for their safety;
• organizing the work of the authorized person responsible for organizing and conducting procurement/simplified procurement procedures in the ESBU;
• ensuring interagency cooperation and interaction with central executive authorities whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Director of the ESBU and/or his/her deputy on issues within the competence of the Office;
• performing within the powers provided by law the function of managing state-owned objects that fall within its management.

Main functions:

• drafting within its competence, contracts for the purchase of goods, works, and services required to perform the functions of the office;
• ensuring by the concluded agreements within the competence of the office, the receipt of material assets their storage, and delivery to independent structural units of the ESBU;
• participation in the inventory of material assets by the orders of the ESBU;
• submitting proposals for the write-off of material assets, and preparing the necessary documents for their write-off;
• control over the movement and safety of material assets operated by independent structural units of the ESBU;
• control of the proper condition of electricity, heat, water supply, and sewage in the premises of the ESBU;
• control over the maintenance and repair of equipment used for the protection of property on the premises of the ESBU;
• development of a plan for the placement of the employees of the ESBU in the office premises;
• participation in the planning of current and major repairs of the building and premises where the Central office of the ESBU is located by the requirements of the law;
• inspecting the premises of the Central office of the ESBU;
• organizing the operation of the ESBU vehicles their staffing, provision of fuel and lubricants maintaining their proper technical condition, and controlling the storage of official vehicles;
• ensuring the rational use of fuels and lubricants, as well as control over their rational consumption;
• implementation of measures to ensure fire safety in the administrative building of the ESBU headquarters;
• participation in the study of price offers in the supplier market for the purchase of goods, works, and services, as well as in the processing of materials on shortages theft of funds and material assets;
• preparation and processing of proposals for making decisions on the transfer of state-owned objects belonging to the ESBU's management: from one unit to another, to municipal ownership, to the management of other bodies authorized to manage state-owned objects;
• participation in the review of materials based on the results of inspections, audits, and inventories, and provision of conclusions on the facts of identified violations.
