Main tasks:
- implementation of the state policy on HR management in the ESBU and Territorial Departments of the ESBU;
- ensuring the exercise by the Director of the ESBU of his/her powers in the field of HR management;
- ensuring organizational development of the ESBU;
- recruitment of the ESBU personnel;
- personnel development and organization of professional development of the ESBU employees;
- carrying out analytical and organizational work on HR management;
- organizational and methodological guidance and control over work with personnel in the Territorial Departments of the ESBU.
Main functions:
- ensuring documentary registration of entry into service in the ESBU, its completion and termination:
- - civil servants;
- - persons who are public and unofficial personnel members from among persons holding special ranks by the Regulations on the service of persons holding special ranks of the ESBU;
- ensuring documentary registration of hiring and further employment of persons who have entered into an employment contract with the ESBU;
- organizing and conducting competitions for vacant positions of public and private personnel members who hold special titles in the ESBU;
- organizing and conducting a competition for civil service positions of categories "B" and "C" in the ESBU (after the termination or cancellation of martial law);
- organizing internships by the law;
- ensuring the organization of a special check of persons applying for a position in the ESBU (after the termination or cancellation of martial law);
- ensuring the maintenance of military records of conscripts, persons liable for military service, and reservists from among the employees of the ESBU.
