Integrity is one of the key values of the Economic Security Bureau of Ukraine. Integrity testing and lifestyle monitoring are carried out to ensure the integrity of employees and prevent violations of ethical standards and actions that may negatively affect the employee's reputation and the authority of the ESBU.
The Department of Internal Security Detectives and Protection of Employees of the ESBU is designated as the unit responsible for conducting such inspections.
Inspections of the ESBU employees are regulated by the Procedure for conducting integrity checks and monitoring the lifestyle of employees of the Economic Security Bureau of Ukraine, approved by Order of the ESBU dated November 19, 2021, No. 19 and registered with the Ministry of Justice of Ukraine on January 27, 2022, under No. 94/37430.
Each employee submits an integrity questionnaire within ten days after being appointed to the ESBU as well as every year by April 1.
An integrity check is also carried out in case of reporting corruption, self-identification of facts of dishonest behaviour, monitoring of mass media, or citizen complaints.
Detectives process available information (reports of corruption, self-discovered facts of unscrupulous behaviour, monitoring of mass media, and citizen complaints) and check the reliability of the information specified in the questionnaire.
Also monitor data on employees that may indicate their moral, business, and professional qualities, obligations that may in any way affect the performance of their duties, objectivity, and impartiality in decision-making.
The inspection is carried out in compliance with the legislation on personal data protection and does not involve excessive interference with the right to privacy and family life.
Employee screening materials are classified as restricted information and the results of the screening are not subject to disclosure.
