Main tasks

• Organizational, material, technical, and economic support for the activities of TO of the ESBU in Chernivtsi region by implementing the functions assigned to the Sector.
• Ensuring, within the competence of the TO of the ESBU in Chernivtsi region implementation together with other structural units of acts of the President of Ukraine, resolutions of the Verkhovna Rada of Ukraine, resolutions and orders of the Cabinet of Ministers of Ukraine, orders of the ESBU, the TO of the ESBU in Chernivtsi region.
• Organization and coordination of work on occupational safety and fire safety rules and regulations in the Territorial Office, conducting introductory, primary, repeated, unscheduled, and targeted briefings.
• Organization of maintenance of vehicles of TO of the ESBU in Chernivtsi region.
• Organization of technical maintenance of premises and technical means and communications.
• Organizational provision of structural divisions of the TO of the ESBU in Chernivtsi region with weapons, ammunition, uniforms, insignia, and other material and technical means by the approved norms of belonging.
• Accounting of material values and responsibility for their preservation.
• Organizational support of the work of the authorized person responsible for the organization and implementation of procurement/simplified procurement procedures in the TO of the ESBU in Chernivtsi region.
• Organization of material and technical support of structural subdivisions of Territorial Office and participation in solving social and household issues of employees.
• Ensuring the cooperation of units of TO of the ESBU in Chernivtsi region on issues that belong to the competence of the Sector.

Functions

• Prepares within the scope of competence, draft contracts for the purchase of goods, obtaining works and services necessary for the performance of the Sector's functions.
• Ensures, by concluded contracts, within the competence of the Sector, the receipt of material assets, their storage, and delivery to the structural units of TO of the ESBU in Chernivtsi region.
• Within the scope of competence, the Sector develops documents of an organizational and economic nature, projects of commissions, and orders of units of TO of the ESBU in Chernivtsi region.
• Participates in the inventory of material assets by the orders of the units of TO of the ESBU in the Chernivtsi region.
• Makes proposals regarding the write-off of material assets, and prepares the necessary documents for their write-off.
• Provides control over the movement and preservation of material assets that are in operation of independent structural units of the Territorial Office.
• Monitors the proper state of electricity supply, heat supply, water supply, and drainage in the premises of TO of the ESBU in Chernivtsi region.
• Performs control over maintenance and repair of equipment used for property protection in the premises of TO of the ESBU in Chernivtsi region.
• Develop a plan for the placement of employees of TO of the ESBU in the Chernivtsi region in office premises.
• Participates in the planning of current and capital repairs of the building and premises where TO of the ESBU in Chernivtsi region by the requirements of the law.
• Supervises proper quality and compliance with technological requirements during repair work in the premises of TO of the ESBU in Chernivtsi region.
• Systematically inspects the premises of TO of the ESBU in Chernivtsi region.
• Organizes the operation of vehicles of TO of the ESBU in Chernivtsi region, their staffing, provision of fuel and lubricants, and maintenance of proper technical condition, and supervises the storage of official vehicles.
• Ensures the rational use of fuel and lubricants and also controls their rational consumption.
• Takes measures to ensure fire safety in the administrative building of TO of the ESBU in Chernivtsi region.
• Organizes the use of technical means aimed at preventing fires, ensuring personnel safety, reducing possible property losses and reducing negative environmental consequences in the event of fires, organizing maintenance of automatic fire-fighting systems, fire extinguishers, fire-fighting water supply systems, fire-fighting systems for successful fire-fighting.
• Participates in the development and review of regulatory acts on labor protection, civil protection, man-made and fire safety.
• Ensures participation in the organization of training and testing of knowledge on labor protection and fire safety of employees of TO of the ESBU in Chernivtsi region.
• By the requirements of the current legislation, organize and conduct with the employees of TO of the ESBU in Chernivtsi region briefings on compliance with requirements, rules, and regulations on labor protection and fire safety.
• Participates in the study of price offers on the market of suppliers for the purchase of goods, works, and services.
• Participates in the work of processing materials related to shortages, theft of funds, and material values.
• Prepares and processes proposals regarding:
• - making, in cases provided for by law, decisions on the transfer of state-owned objects belonging to the sphere of management of TO of the ESBU in Chernivtsi region to communal ownership, to the sphere of management of other bodies authorized to manage state-owned objects;
• - making decisions on the transfer of state-owned objects belonging to the sphere of management of TO of the ESBU in Chernivtsi region from one subdivision to another in the cases provided for by law.
• Participates in the review of materials based on the results of inspections, audits, and inventories, providing conclusions based on the facts of detected violations.
• Processes and approves draft orders and other types of administrative documents of TO of the ESBU in Chernivtsi region on issues that belong to the competence of the Sector.
• Performs other functions provided by law.
