Main tasks

  • Implementation of state policy on personnel management at the TD\O of the ESBU in Chernivtsi region.
  • Ensuring that the head of the TO of the ESBU in the Chernivtsi region exercises his powers in matters of personnel management.
  • Ensuring the organizational development of TO of the ESBU in Chernivtsi region.
  • Selection of personnel of TO of the ESBU in Chernivtsi region.
  • Forecasting the development of personnel, encouraging employees to enter the service career, and increasing the level of their professional competence.
  • Carrying out analytical and organizational work on personnel management.
  • Documentation of entry into public service its completion and termination.
  • Provision of work related to the completion of service by persons who have special ranks of ESBU by the Regulation on completion of service.
  • Organization of internship.

Functions

  • Takes part in the development of proposals regarding the structure and staffing of TO of the ESBU in the Chernivtsi region.
  • Develops and participates in the development of projects of normative acts related to issues of personnel management, labor relations, civil service, and the completion of service in structural subdivisions of TO of the ESBU in Chernivtsi region.
  • Makes suggestions to the Head of TO of the ESBU in Chernivtsi region on issues of improving personnel management and personnel management.
  • Performs analytical and advisory support for the work of the Head of TO of the ESBU in Chernivtsi region on personnel management issues.
  • Organizes work on the development of job descriptions for civil servants and employees of TO of the ESBU in Chernivtsi region which are approved by the Director of ESBU and approved by the head of the Territorial Office as well as revises them for compliance with the requirements established by law and provides advisory assistance on the development and introduction of changes to job instructions.
  • Conducts work on the creation of a favorable organizational and psychological climate, formation of corporate culture in the team, and resolution of conflict situations.
  • Examines the need for personnel for vacant positions at the TO of the ESBU in the Chernivtsi region and makes appropriate proposals to the head of the TO of the ESBU in the Chernivtsi region.
  • Accepts documents from candidates for vacant positions at TO of the ESBU in Chernivtsi region checks the documents submitted by candidates for compliance with the requirements established by law, informs candidates about the results of such checks, and submits them to the competitive commission for consideration, carries out other measures related to the organization of competitive selection.
  • Participates in the development of special requirements for persons applying for vacant positions together with the relevant interested structural divisions of the TO of the ESBU in Chernivtsi region.
  • Sends written notices about the results of the competition to candidates for vacant civil service positions of categories "B" and "V", in particular using telecommunications.
  • On behalf of the head of the TO of the ESBU in Chernivtsi region, checks compliance with the requirements of the legislation on labor and civil service, the rules of the internal service (labor) procedure at the TO of the ESBU in Chernivtsi region.
  • Together with other structural subdivisions of TO of the ESBU in Chernivtsi region:
  • - organizes work on the development of provisions on structural units;
  • - elaborates the staff list of TO of the ESBU in Chernivtsi region;
  • - jointly with the Accounting Department, organizes work on the motivation of the employees of TO of the ESBU in Chernivtsi region;
  • - ensures career planning, and systematic filling of civil service positions and positions that involve special titles in the TO of the ESBU in Chernivtsi region by trained specialists in accordance with the requirements for professional competence and stimulates career advancement taking into account professional competence and conscientious performance of one's job duties 'yaks;
  • - organizes work on the internship of civil servants and persons with special titles of the ESBU.
  • Organizes internal training of civil servants and employees of structural subdivisions of TO of the ESBU in Chernivtsi region.
  • Plans professional training of employees of structural subdivisions of TO of the ESBU in Chernivtsi region.
  • Summarizes the needs of civil servants and employees of structural subdivisions of TO of the ESBU in Chernivtsi region in training and advanced training and makes appropriate proposals to the head of TO of the ESBU in Chernivtsi region.
  • Ensures the organization of verification of the validity of information regarding the application of prohibitions provided for in parts three and four of article 1 of the Law of Ukraine "On Purification of Power", and prepares a report on its results. Organizes a special check of information on persons applying for positions at the Technical Education and too of the ESBU in Chernivtsi region by the Law "On Prevention of Corruption".
  • Together with the civil servant, he draws up an individual program for improving the level of professional competence based on the results of the assessment of his official activity.
  • Maintains established reporting and accounting documentation, and prepares state statistical reporting on personnel issues.
  • Analyzes the quantitative and qualitative composition of civil servants and persons holding special titles of the Economic Security Bureau of Ukraine.
  • It carries out a set of measures for the organization of evaluation of the results of official activities of civil servants of TO of the ESBU in Chernivtsi region.
  • Provide advisory assistance on issues of personnel management to the heads of structural units of TO of the ESBU in the Chernivtsi region.
  • Calculates the length of service and length of service of employees of TO of the ESBU in Chernivtsi region.
  • Monitors compliance with the legislation on civil service, labor, and service in the structural divisions of the TO of the ESBU in Chernivtsi region and the state of personnel management in the TO of the ESBU in Chernivtsi region.
  • Considers proposals and prepares documents regarding the encouragement and awarding of the employees of TO of the ESBU in Chernivtsi region with state awards and keeps appropriate records.
  • Organizes assembly:
  • - oaths of a civil servant by a person entering civil service for the first time;
  • - oaths of a person who is appointed for the first time to positions that involve special titles of the ESBU.
  • Draws up documents on the assignment of appropriate ranks to civil servants, and special ranks to persons accepted for service at the TO of the ESBU in Chernivtsi region.
  • Acquaints civil servants and employees of structural subdivisions of TD of the ESBU in Chernivtsi region with the rules of internal service procedures of the state body, job instructions, and other documents with their signatures and the date of familiarization.
  • Organizes work related to registration, registration, issuance, and storage of service cards of civil servants and persons with special titles of the ESBU.
  • Ensures the preparation of materials regarding the appointment and dismissal of TO of the ESBU personnel in the Chernivtsi region.
  • Monitors the establishment of seniority allowances.
  • Forms a vacation schedule for the staff of TO of the ESBU in Chernivtsi region, prepares draft acts on the granting of vacations to personnel, controls their submission, and keeps records.
  • Performs work related to filling out work books, and storing personal files (identity cards) of civil servants and employees of TO of the ESBU in Chernivtsi region.
  • Draws up and issues certificates from the place of work to employees.
  • Keeps records of conscripts and conscripts and bookings of conscripts at TO of the ESBU in Chernivtsi region.
  • Within the scope of competence, he prepares administrative documents on the secondment of TO of the ESBU personnel in the Chernivtsi region.
  • Prepares, within the scope of competence, documents regarding the assignment of pensions to the staff of TO of the ESBU in Chernivtsi region.
  • Considers appeals from citizens, enterprises, institutions and organizations, officials, requests and appeals from People's Deputies of Ukraine, and requests for information on personnel management issues.
  • Ensures the organization of social work with employees of TO of the ESBU in Chernivtsi region, former employees, and pensioners, prepares and issues documents confirming the right to benefits.
  • Ensures that a copy of the act of dismissal is issued to the dismissed person by the established procedure and that appropriate records of dismissal are entered in the employment book.
  • Organizes the implementation of existing requirements in the Sector regarding:
  • - the regime of secrecy in connection with the work, which provides access to the state secrets of the employees of the Sector;
  • - procedures for handling open information and information with limited access by employees of the Sector;
  • - protection of information (confidentiality regime) in automated systems (automated workplaces) by employees of the Sector.
  • Performs other work related to the application of the legislation on labor, civil service, and the passing of service of senior management in structural subdivisions of TD of the ESBU in Chernivtsi region, performs other functions provided for by legislation.
