Main tasks

Ensuring the development, implementation, and technical support of information, communication, information, and communication systems (hereinafter - ICS) and information technologies.
Ensuring the use of electronic trust services in the TO of the ESBU in Chernivtsi region.
Ensuring the implementation of digital transformation and information integration of the TO of the ESBU in Chernivtsi region into the ESBU ICS and other ICS;
Ensuring compliance with the requirements of the legislation on the protection of computer programs during their acquisition, installation, use, accounting, and inventory;
Implementation of the latest information and communication technologies, computer networks in the TO of the ESBU in Chernivtsi region;
Implementation of telecommunication technologies in the activities of the TO of the ESBU in Chernivtsi region to ensure fast access to the Internet;
Ensuring information protection in the information, communication, and ICS of the TO of the ESBU in the Chernivtsi region;
Monitoring the process of information processing in the ICS of TO of the ESBU in Chernivtsi region to identify possible leakage channels and other threats to information security, form a threat model, develop an information security policy, and determine measures aimed at its implementation;
Organization and coordination of work related to information security in the ICS, maintaining the required level of security of information and ICS components;
Organization of work on the creation and operation of an integrated information security system (hereinafter referred to as the ISIS) at all stages of the ICS life cycle;
Ensuring that the civil servants of the TO of the ESBU in Chernivtsi region comply with the requirements of legal acts, regulations, and administrative documents on information security in the ICS and conducting control checks of their implementation.

Main functions

Organization of fulfillment of tasks and instructions of the management of the TO of the ESBU in Chernivtsi region within the competence of the Sector.
Preparation of analytical and informational materials within the competence on behalf of the management of the TO of the ESBU in Chernivtsi region.
Preparation and submission of proposals for the formation of the current work plan of the ICS TO of the ESBU in Chernivtsi region.
Formulation of proposals on methods and ways to exercise the powers of the TO of the ESBU in the Chernivtsi region in digital form.
Ensuring the creation and control of the operation of information, communication, and information communication technologies in the TO of the ESBU in Chernivtsi region.
Organization of work on the application of legislation in the areas of e-democracy, information society, and digital development.
Processing of personal data by the law and ensuring the protection of personal data during their processing in the ICS.
Organize the process of preparing and submitting to accredited key certification centers applications for issuance, cancellation, blocking, or renewal of qualified certificates of signatory public keys; information required to obtain services related to electronically qualified signature.
Keeping records of secure personal key carriers used in the TO of the ESBU in Chernivtsi region, software and hardware carriers of signatories' keys, storage of documents, and their electronic copies based on which services related to electronically qualified signature were received.
Control over the use of electronic qualified signature tools by signatories and their storage of personal keys.
Control over the implementation of internal departmental documents on accounting, storage, transfer, movement, and operation of software and hardware.
Carrying out works on installation (reinstallation), and adjustment of computer equipment and programs used in the activities of the TO of the ESBU in the Chernivtsi region.
Organizing and conducting service maintenance, and replacement of consumables and components of computer and office equipment.
Organization of the process of creating and managing the ICS of TO of the ESBU in Chernivtsi region.
Monitoring the functioning of the IPSC and ICS components.
Taking measures in case of detection of unauthorized access attempts to the ICS resources, violation of the rules of operation of information security means, or in case of other destabilizing factors.
Ensuring control over the integrity of information protection means and responding to their failure or violation of the operation modes.
Ensuring access to the resources of the ICS of TO of the ESBU in the Chernivtsi region (providing users with the necessary access and authentication attributes: logins, passwords, privileges, keys, etc.)
Maintenance and updating of user access rights, user accounts, user identifiers, etc.
Analyzing information on information security tools, substantiating proposals for the purchase of such tools in the interests of the TO of the ESBU in Chernivtsi region.
Organization and implementation of measures to modernize, test, and promptly restore the functioning of IPSS and ICS after failures, failures, accidents, and interference with the operation of ICS and/or IPSS.
Investigating cases of security policy violations, dangerous and unforeseen events, analyzing the reasons that led to them, and responding by the applicable law
Analytical assessment of the current state of information security in the ICS: predicting the emergence of new threats and their incorporation into the threat model, determining the need for its adjustment, analyzing the compliance of information processing technology and the implemented security policy with current information threats, etc.
Organizing the creation, maintenance, storage, and updating of archival (backup) copies of software and hardware.
Preparation of proposals to improve the procedure for ensuring information security in the ICS introduction of new technologies for protection and modernization of IPSS and/or ICS.
Participation in the ICC modernization works of the TO of the ESBU in the Chernivtsi region and the ESBU approval of proposals for the introduction of new components, new functional tasks, modes of information processing, replacement of information processing equipment, etc.
Control over the fulfillment of requirements, norms, rules, and instructions on information security by the staff and users of the ICS by the established information security policy.
Participation, within the limits of authority in the creation of the ESBU corporate information infrastructure, information, and analytical systems/subsystems necessary to ensure the activities of the TO of the ESBU in Chernivtsi region.
Coordination of the work of the special communication subscribers of the TO of the ESBU in Chernivtsi region with the State Service for Special Communications and Information Protection of Ukraine.
Preparation of proposals for the next year's budget within the competence, drafting of economic contracts to which the TO of the ESBU in Chernivtsi region is a party, participation in the development and approval of other contracts related to the Sector's activities.
Participation in the preparation of tender documentation in terms of forming technical requirements for goods, works, and services necessary for the performance of functions assigned by law by the TO of the ESBU in Chernivtsi region. Organizing and ensuring, within the scope of its competence, the exercise of the customer's powers by the TO of the ESBU in Chernivtsi region by the law (in particular, the Law of Ukraine "On Public Procurement").
Providing methodological assistance and technical support to the structural units of the TO of the ESBU in Chernivtsi region on the development of information technologies (computer networks, automated systems, information exchange, etc.)
Technical support of the electronic document management system of the TO of the ESBU in Chernivtsi region and its hardware and software.
Participation within the competence of the Sector in the organization of material and technical support of the TO of the ESBU in Chernivtsi region control over the availability and movement of property and the targeted use of material resources.
Technical support for the exchange of information between the TO of the ESBU in the Chernivtsi region and subjects of information relations.
Participation within the competence of the Sector in the development and implementation of electronic criminal proceedings, control, and coordination of activities related to the maintenance of the analytical center of the TO of the ESBU in Chernivtsi region.
