Tasks:

• implementation of the state policy on personnel management at the Territorial Office of the ESBU in Kyiv.
• personnel selection of the Territorial Office of the ESBU in Kyiv.
• staff development and the organization of increasing the level of professional competence of employees of the Territorial Office of the ESBU in Kyiv.
• documentation of entry into public service, its completion, and termination.
• provision of work related to the completion of service by persons who have special titles of ESBU by the Regulation on completion of service.

Functions:

• implementation of analytical and advisory support for the work of the head of the TO of the ESBU in Kyiv on personnel management issues and providing advisory assistance on personnel management issues to the heads of structural units of the TO of the ESBU in Kyiv.
• organization of work on the development of job instructions for civil servants and employees of structural subdivisions of the TO of the ESBU in Kyiv.
• carrying out work on creating a favorable psychological climate, forming a corporate culture in the team, and resolving conflict situations.
• implementation of measures regarding the organization and coordination of the adaptation procedure of newly appointed civil servants, employees, and persons with special titles in the TO of the ESBU in Kyiv.
• implementation of a set of measures related to the organization of evaluation of the results of official activities of civil servants, summarisation of the results of the execution of tasks by civil servants, provision of advisory assistance on issues of evaluation to civil servants of the TO of the ESBU in Kyiv.
• ensuring the preparation of documents regarding the appointment, transfer, and dismissal of the personnel of the TO of the ESBU in Kyiv.
• organization of verification of the authenticity of information regarding the application of prohibitions provided for by the third and fourth parts of Article 1 of the Law of Ukraine "On Purification of Power";
• implementation of control over compliance with the legislation on civil service, labor, and service in the units of the TO of the ESBU in Kyiv and the state of personnel management in the TO of the ESBU in Kyiv, in particular, control over compliance with the rules of internal service procedures.
