Unlike all other law enforcement agencies of Ukraine, ESBU is engaged not only in the detection of economic crimes by the fact of their commission but also works to prevent crimes. Sergiy Yuldashev, the head of Territorial Department of the ESBU in Volyn region told in an interview with "Konkurent" journalists.
"It is for this purpose that departments of information analysis and risk management have been created in the structure of the ESBU. Analysts of these departments in particular and within the framework of our Territorial Department have access to both open and closed information they study the activities of state bodies, private and state enterprises and prevent any abuses," Yuldashev explained.
According to him the range of powers of the analytical department is very wide. Analysts of the ESBU can warn of crimes in both the private and public sectors.
"For example, this applies to plans for procurement and tenders. When we see that a certain institution plans to buy something more than the market price or order something from a questionable contractor, we send a letter with recommendations to review such plans. Thus, we do not wait for the offense to be committed, we prevent it from being committed, preventing the commission of offenses or simply errors in the work of state bodies," explained the head of the Territorial Department of the ESBU in the Volyn region.
By the way, based on the results of the activities Department of the information analysis and risk management the Territorial Department of the ESBU in Volyn region a number of recommendations have already been sent to state authorities which prevented the embezzlement of budget funds in the amount of UAH 63.2 million, including the non-receipt of funds by a company in which one of the founders and beneficiaries is a citizen of the russian federation and the reduction of the price of the purchase agreement to its market value.
