The management of the World Bank and the employees of the Economic Security Bureau of Ukraine have started a permanent working communication on the investigation of cases related to the facts of fraud and abuse in the use of international technical assistance (ITA) which is provided within the framework of projects financed by the World Bank. The ESBU will also exchange and interact with USAID on a daily basis. These agreements were reached during the visit of the ESBU delegation to the USA.
At the invitation of the management of the World Bank representatives of the ESBU met with the vice-president of the financial institution Mr. Muhammadu Diagne as well as with the entire management staff of the Department of Fraud and Corruption Investigations of the World Bank.
During the meeting the ESBU employees presented the results of the Bureau's activities for 2022 areas of competence and development priorities of the ESBU until 2027.
Joint work of analysts of both institutions, operational data exchange, organization of specialized training programs on financial fraud investigations, identification of lending risks and implementation of ITA projects, technical support - the main agreements reached during the meeting. The parties also agreed to sign a Memorandum of Cooperation and Strategic Partnership between the World Bank and the World Bank.
The Bureau delegation also met with representatives of the USAID Office of the Inspector General and the Office of the Inspector General of the US State Department.
Institutional independence and comprehensive support in the development of the analytical unit of the Bureau became the main topics during the communication. The participants of the meeting discussed the need to develop a qualitatively new mechanism for effective monitoring of the use of international technical and financial assistance, an emphasis in the work on the prevention of offenses, the introduction of all possibilities of a risk-oriented approach and the analysis of large data sets in automatic mode into the practice of the ESBU.
We will remind that recently the Director of the Economic Security Bureau of Ukraine Vadym Melnyk and the Director of the National Agency for Combating Organized Crime of the Czech Republic, Jiří Mazanek agreed on a strategic partnership and cooperation.
