The employees of the Economic Security Bureau of Ukraine joined the seminar of the OECD and UNDP program "Tax inspectors without borders-Criminal investigations" which took place in Paris (French Republic).
During the seminar there were questions regarding the implementation of guidelines of the OECD and the directives of the EU to the local legislation with the purpose to prevent the erosion of the tax base and the possibility of minimizing taxes paid.
The participants shared their experience of implementing automated exchange of financial information and they identified the main problematic issues of combating tax evasion by the international groups of companies.
The other question was the necessity to preserve the institutional memory of the state authorities and qualitative motivation of employees.
During the discussion of legislative initiatives, the organizers recommended the participants to take measures with the purpose to strengthen the responsibility for tax evasion and emphasized on the necessity to stop suspicious transactions even before the initiative of criminal proceedings, as well as to strengthen the administrative responsibility of persons who refuse to testify or provide false information or reporting.
Representatives from more than 40 countries took part at the seminar " Tax inspectors without borders- Criminal investigations".
Also during the visit the representatives of the ESBU met with the leadership of the National Directorate for Intelligence and Customs Investigations of France, the leadership of the Main Directorate for Combating Corruption and Financial and Tax Crimes of the French Police and with the Ambassador Extraordinary and Plenipotentiary of Ukraine to French Republic.
