The Unified Information System model was presented at the Economic Security Bureau of Ukraine. When developing the technical requirements for the UIS, ESBU experts consulted with representatives of leading Ukrainian and global companies, as well as experts from the European Union Advisory Mission Ukraine (EUAM) and the Estonian Center for International Development.
The unified information system should be a modular platform based on a multiservice architecture with unified software and hardware development tools and the use of modern web-oriented, service-oriented, and geoinformation technologies.
According to the Acting Director of the ESBU Andrii Pashchuk, once implemented, the UIS should become a key tool for identifying and assessing risks and threats to the economic security of the state through the analysis of structured and unstructured data. Taken together, this will speed up and increase the efficiency of drawing up analytical conclusions and recommendations for government agencies. It will also help in predicting negative phenomena in the economy.
"The system will initially include 18 modules, the main ones being the analytical module, the risk-oriented approach module, and the module for interaction with information resources. The latter will provide information from various automated information and reference systems, registers, and databases of public authorities, including the State Tax Service, the State Customs Service, the Ministry of Digital Transformation, the Ministry of Justice, the Ministry of Finance, the Ministry of Internal Affairs, the State Tax Service, the ARMA and others," said Andrii Pashchuk.
In turn, the RBA (risk-based approach) module is designed to automate the identification of risks of criminal offenses in the budget, tax, customs, monetary, and investment sectors, their assessment, forecasting, and development of measures to manage the identified risks.
The system will also include an analytical research module that will automate the processing of large amounts of data, create search queries, etc.
According to Vygantas Ivanauskas, EUAM Senior Communications and Information Systems Adviser, the UIS will undoubtedly strengthen the analytical component of the Economic Security Bureau. However, significant attention should already be paid to legislative changes that should take place in parallel with the development of the system.
"I am impressed with the result that the ESBU specialists managed to achieve in such a short time. However, I know from practice that legislative changes are already needed to regulate standards and protocols, as well as the conditions under which data will be exchanged with other structures. At the same time, it is important that the work of the unified analytical system of the ESBU complies with all EU Directives," Ivanauskas said.
In general, the creation of the UIS is provided for by law. It is supposed to provide a single information environment, access to which will be provided through mechanisms of identification and authentication of users using qualified electronic signatures. According to the BOC's Digital Development, Transformation, and Digitalization Department, the UIS model developed will not only automate the processes of collecting, aggregating, and merging data from various sources but will also significantly reduce the time for processing them.
