Last year, among the priority areas of work of the Economic Security Bureau of Ukraine were the identification and leveling of possible risks in the economic sphere their prejudice and compensation to the budget for losses caused to the state.
During the year, detectives of the ESBU provided compensation to the budget of UAH 2.2 billion in all criminal proceedings including UAH 544 million in completed criminal proceedings.
A pre-trial investigation was initiated in 2,072 criminal proceedings. Suspicion was announced to 507 people which is almost 10 times more than last year. 342 cases were sent to court, in 2022 – 29.
Employees of the ESBUalso seized excise goods and equipment for their production worth more than UAH 4 billion. In 2022, this amount was UAH 431 million.
During the year, the Bureau's analysts created 1,005 analytical products (in the form of analysts' conclusions) regarding offenses that affect the economic security of the state in the budgetary, tax, customs, monetary and credit or investment spheres for a total amount of UAH 155.9 billion.
During the year, 650 recommendations were sent to state bodies and local self-government bodies. Also, 20 proposals were submitted to introduce changes to normative legal acts on the issues of eliminating prerequisites for creating schemes of illegal activity in the economic sphere.
In total, in 2023, the ESBU prevented the embezzlement of UAH 8.8 billion of state funds (in 2022, this amount was UAH 1.99 billion). Of them:
- UAH 2.1 billion - unlawful reimbursement of value added tax (VAT) was prejudiced;
- UAH 1.5 billion - embezzlement was not allowed during tender procedures in the budgetary sphere;
- 5.2 billion hryvnias - biased distribution of risky VAT tax credit.
