Analysts of the Territorial Department of the ESBU in Zakarpattia region found that a local government announced an open tender for the overhaul of the bridge. It was planned to spend UAH 31.2 million from the local budget for these construction works.
Employees of the ESBU investigated the subject of the procurement and found that the design and estimate documentation had been repeatedly adjusted and the cost of the work increased. At the same time there was no documentary evidence of the need for major repairs as required by regulations.
The pedestrian bridge was not declared unsuitable or unsafe it is open to traffic and performs its functions has fencing and lighting.
In addition the design and estimate documentation included expensive works that were not directly related to the overhaul of the bridge's supporting structures.
Based on the established facts analysts of the Territorial Department of the ESBU in Zakarpattia region recommended that the local funds manager reconsider the need for major repairs of the bridge and take measures to eliminate the prerequisites for inefficient spending of the community budget.
Having considered the recommendatio, the local government refused to carry out the repair work.
