According to the recommendations of the analysts of the Economic Security Bureau of Ukraine several related companies were denied budget reimbursement of value added tax. In the course of information and analytical work a number of companies in the city of Kyiv, Kharkiv and Volyn regions were identified which generated negative sums based on the results of export operations.
For the purpose of VAT refunds the officials of these business entities submitted false information about the origin of the goods. In this way they artificially created grounds and submitted relevant applications totaling UAH 131.7 million.
An analysis of the companies' business activities showed that grain crops were documented as being purchased through the supply chain between the companies. In fact there was no purchase of the mentioned goods and the grain was actually already exported.
In order to minimize and eliminate threats to Ukraine's economic security from the activities of the above-mentioned companies, analysts of the ESBU sent recommendations to the State Tax Service to verify the accuracy of the accrual of VAT refunds.
Based on the results of the unscheduled audit the State Tax Service refused to refund VAT to the companies which was documented in the relevant acts.
Employees of the Economic Security Bureau of Ukraine constantly monitor the financial and business operations of business entities the volume of imported and exported goods and take measures to establish the legitimacy of declaring VAT refunds.

Overall, since the beginning of the year, analysts of the ESBU have already prevented the refund of UAH 310 million of " schematic " VAT.
