Main tasks:

1. Implementation of the state policy on human resources management in the Territorial Office.

2. Ensuring that the Head exercises his/her powers in personnel management.

3. Ensuring organizational development of the Territorial Office.

4. Recruitment of the Territorial Office's personnel.

5. Forecasting staff development, encouraging employees to pursue a career and improving their professional competence.

6. Carrying out analytical and organizational work on personnel management.

7. Documentation of admission to the civil service its passage and termination.

8. Ensuring the work on the service of persons holding special ranks of the ESBU by the Regulation on the Service.

9. Organization of internships.

Main functions:

1. Participation in the development of proposals for the structure and staffing of the Territorial Office.

2. Development and participation in the development of draft regulations on personnel management, labor relations, civil service, and service in the structural units of the Territorial Office.

3. Submit proposals to the Head on improving HR management and personnel management.

4. Providing analytical and advisory support to the Head of HR.

5. Control over the development of job descriptions of civil servants and employees of the Territorial Office's units which are approved by the Director of the Economic Security Bureau of Ukraine (hereinafter - ESBU) as well as reviewing them for compliance with the requirements established by law.

6. Carry out work on creating a favorable organizational and psychological climate, forming a corporate culture in the team, and resolving conflict situations.

7. Studying the need for personnel for vacant positions in the Territorial Office and submitting relevant proposals to the Head.

8. Accepting documents from candidates for vacant civil service positions of categories "B" and "C", verifying the documents submitted by candidates for compliance with the requirements established by law, notifying candidates of the results of such verification, and submitting them for consideration by the competition commission and taking other measures to organize competitive selection.

9. Sending written notifications to candidates for vacant civil service positions of categories "B" and "C" about the results of the competition in particular using telecommunication.

10. On the instructions of the Head checking compliance with the requirements of the legislation on labor and civil service, internal service (labor) regulations in the Territorial Office.

11. Together with other structural subdivisions of the Territorial Office:

1) organization of work on the development of regulations on structural units;

2) development of the staffing table of the Territorial Office;

3) organization of work on motivation of the Territorial Office's personnel together with the Accounting Department;

4) ensuring career planning, and systematic filling of civil service positions and positions with special titles of the ESBU in the Territorial Office by trained specialists by the requirements for professional competence and stimulating promotion based on professional competence and conscientious performance of official duties;

5) organize internships for civil servants and persons holding special titles of the ESBU.

12. Organization of internal training for civil servants and employees of the structural units of the Territorial Office.

13. Planning of professional training of employees of structural subdivisions of the Territorial Office.

14. Summarizing the needs of civil servants and employees of structural subdivisions of the Territorial Office in training and advanced training and making appropriate proposals to the Head.

15. Ensuring the organization of verification of the accuracy of information on the application of prohibitions provided for by the Law of Ukraine "On Lustration" preparation of a certificate of its results.

16. Together with the civil servant, drawing up an individual program for improving the level of professional competence based on the results of the performance appraisal.

17. Maintaining the established reporting and accounting documentation, and preparing state statistical reporting on personnel issues.

18. Analyzing the quantitative and qualitative composition of civil servants and persons holding special ranks of the ESBU.

19. Implementation of a set of measures to organize the evaluation of the performance of civil servants of the Territorial Office.

20. Providing advisory assistance on human resources management to the heads of structural units of the Territorial Office.

21. Calculation of length of service and seniority of the employees of the Territorial Office.

22. Control over compliance with the legislation on civil service, labor, and service in the structural units of the Territorial Office.

23. Consideration of proposals and preparation of documents on encouragement and awarding of the Territorial Office's personnel with state awards, keeping the relevant records.

24. Organizing the preparation of:

1) the oath of a civil servant by a person who first enters the civil service;

2) the oath of a person who is appointed for the first time to positions that provide for special ranks of the ESBU.

25. Execution of documents on assignment of appropriate ranks to civil servants, and special ranks to persons employed by the Territorial Office.

26. Familiarization of civil servants and employees of structural units of the Territorial Office with the rules of internal service regulations of the state body, job descriptions, and other documents with their signatures and the date of familiarization.

27. Organization of work on accounting, registration, issuance, and storage of service certificates of civil servants and persons holding special ranks of the ESBU.

28. Ensuring the preparation of materials for appointment and dismissal of the Territorial Office's staff.

29. Control over the establishment of bonuses for length of service.

30. Formation of a vacation schedule for the staff of the Territorial Office, preparation of draft acts on granting vacations to staff, control of their submission, and record keeping.

31. Carrying out work related to filling out employment record books, and storing personal files (personal cards) of civil servants and employees of the Territorial Office.

32. Preparation and issuance of certificates from the place of work to employees.

33. Registration of persons liable for military service and conscripts and reservation of persons liable for military service in the Territorial Office.

34. Within the limits of competence, preparation of administrative documents on business trips of the Territorial Office's personnel.

35. Preparation within the limits of competence of documents on the appointment of pensions to the employees of the Territorial Office.

36. Consideration of appeals from citizens, enterprises, institutions and organizations, officials, inquiries and appeals of people's deputies of Ukraine, and requests for information on personnel management.

37. Ensuring the organization of social work with the employees of the Territorial Office former employees, and pensioners, preparation, and issuance of documents confirming the right to benefits.

38. Ensure that dismissed employees receive copies of dismissal certificates by the established procedure and make appropriate entries in their employment record books.

39. Carrying out other work related to the application of legislation on labor, civil service, and service of senior officers in the structural units of the Territorial Office.

40. Exercise other powers provided for by law.
