Accounting Sector




Main tasks of the sector:

1. Participation in the development of proposals for the Budget Declaration.

2. Ensuring budget planning and execution of the state budget for expenditures under budget programs administered by the Territorial Office, the State Program of Economic and Social Development of Ukraine, and the program of activities of the Cabinet of Ministers of Ukraine.

3. Organization of work to ensure the state budget policy in the process of preparation, review, approval, and execution of cost estimates for the maintenance of the Territorial Office, strict observance of the validity, efficiency, and targeted use of funds.

4. Maintaining accounting records of financial and economic activities, and preparation of financial, budgetary, and other reports.

5. Reflection in the documents of reliable and complete information on business transactions and performance results necessary for the operational management of budget allocations (appropriations) and financial and material (intangible) resources.

6. Ensuring compliance with budget legislation when entering into budgetary obligations, timely submission for registration of such obligations, making payments by the budgetary obligations, and accurate and complete reflection of transactions in accounting and reporting.

7. Ensuring control over the availability and movement of property use of financial and material (intangible) resources by approved standards and estimates.

8. Prevention of negative phenomena in financial and economic activities, identification and mobilization of internal reserves.

9. Exercise control over the targeted and efficient use of budgetary funds provided for the implementation of projects and programs within the scope of competence.

10. Analyzing the financial statements of the Territorial Office within its competence to make management decisions.

Main functions of the sector:

1. Participation in the development of proposals for preliminary indicators of the draft State Budget of Ukraine, the State Program of Economic and Social Development of Ukraine, and the program of activities of the Cabinet of Ministers of Ukraine.

2. Participation in the formation of the draft State Budget of Ukraine for budget programs managed by the Territorial Office by participating in the preparation of the budget request for the planned and two budget periods following the planned one.

3. Participation in the development of draft regulations on issues within the competence of the Sector and in the examination of draft regulations.

4. Developing and submitting for approval to the chief spending unit of the ESBU central office draft estimates and plans of allocations of the general budget fund, plans for the use of budget funds, monthly plans for the use of budget funds, and staffing plans.

5. Participate in the preparation of proposals for the passports of budget programs, submit them, and report on their implementation to the central office of the ESBU.

6. Development of proposals for approval of the maximum number of employees, structure, and staffing of the Territorial Office.

7. Ensuring accounting by national regulations (standards) of public sector accounting as well as other regulations on accounting including the use of a unified automated accounting and reporting system.

8. Prepare financial and budgetary statements as well as state statistical and other reports (declarations) based on accounting data by the procedure established by law and ensure their timely submission.

9. Exercise of current control over:

1) compliance with the budget legislation when entering into budgetary obligations their registration with the bodies of the Main Department of the State Treasury Service of Ukraine in Poltava region and making payments by the budgetary obligations;

2) accounting, preparation of financial, budgetary, and other reports, compliance with budget legislation and national provisions (standards) of public sector accounting, as well as other regulations on accounting by the accounting service of a budgetary institution that falls within the scope of management of the Territorial Office.

10. Timely and full transfer of taxes and fees (mandatory payments) to the relevant budgets.

11. Ensuring compliance with the requirements of regulatory legal acts regarding:

1) the use of financial, material (intangible), and information resources in the course of acceptance and execution of documents on business transactions;

2) inventory of non-current assets, inventories, cash, documents, settlements, and other balance sheet items.

12. Analyze accounting and reporting data, including the reasons for the growth of receivables and payables, develop and implement measures to collect receivables and payables, and organize and carry out work on their write-off by the law.

13. Ensuring:

1) compliance with the procedure for making payments for goods, works, and services purchased with budgetary funds;

2) the accuracy and correctness of the information included in the registers of budgetary obligations and budgetary financial obligations;

3) completeness and reliability of the data of supporting documents generated and submitted in the course of treasury services;

4) storage, processing, and transfer to the archive of processed primary documents and accounting registers that are the basis for accounting transactions and reporting;

5) providing requesters with full, truthful, and unbiased information on the financial condition of the Territorial Office its performance, and budgetary funds flow;

6) the relevant structural units of the Territorial Office with accounting and reporting data to make informed management decisions and identify possible risks of financial and economic activities.

14. Participation in the preparation of materials on shortages theft of funds and property and damage to assets.

15. Developing and ensuring the implementation of measures to maintain and improve the level of financial and budgetary discipline of the Sector's employees.

16. Implementation of measures to eliminate violations and shortcomings identified during control measures taken by state authorities and units of the Territorial Office authorized to monitor compliance with the requirements of budget legislation.

17. Providing methodological and practical assistance to the structural units of the Territorial Office on budget planning and use of budget funds.

18. Ensuring reporting on budget programs managed by the Territorial Office.

19. Preparation of operational and analytical information to the Head of the Territorial Office based on financial statements and other information and analytical materials.

20. Analyze the financial statements of the Territorial Office and provide the necessary information to the structural units of the Territorial Office.

21. Exercise preliminary and current control over the use of budgetary funds belonging to the management of the Territorial Office, the administrator of funds, and the recipient of budgetary funds under budget programs which is the Territorial Office.

22. Preparing materials and submitting relevant proposals on issues within the competence of the Sector for consideration at the meetings of the Territorial Office.

23. Organizing the processing of personal data by the established procedure, protecting it, and maintaining the relevant database.

24. Consideration within its competence of appeals from state authorities, local governments, enterprises, institutions, organizations, deputies, and citizens.

25. Exercise other powers provided for by law.
